This was announced by the Prosecutor General of Ukraine Andrei Kostin, who released evidence of a war crime by the Russian occupiers.

We received information that Russian commanders gave the order not to take Ukrainian military personnel prisoner, but to kill them with inhuman cruelty — by beheading, — said the Attorney General.
