Due to high losses, the Russian Federation probably barely has time to restore resources.
This was reported by the Institute for the Study of War (ISW).
According to the Armed Forces of Ukraine, Russian troops lost almost 11,000 personnel (probably killed or incapacitated as a result of wounds) in the Kupyansky, Limansky and Bakhmutsky directions in November 2023.

The operational pace in these directions is still lower than in the Avdeevsky direction. This means that the level of losses of Russian troops in the Avdeevka area may be even higher.
Ukrainian officials previously reported that Russian troops lost 5,000 killed and wounded near Avdiivka and Marinka between October 10 and 26, when they carried out two waves of assaults to capture Avdiivka. The Russian Federation is now conducting massive infantry attacks, apparently trying to preserve armored vehicles, despite the risk of even greater losses in manpower.
Russian and Ukrainian officials report that the Russian Federation is mobilizing approximately 20,000 to 40,000 troops per month, which may be lower than Russia's current losses in Ukraine, analysts indicate.
— Russian operations in Ukraine have recently prompted Russian military commanders to redeploy newly created and understrength units to Ukraine to reinforce front-line sectors, hampering long-term efforts to build operational and strategic reserves and restructure Russian ground forces, — the message says.
The Institute concludes that high losses of Russian troops will likely prevent the Russian Federation from fully replenishing and rebuilding existing units in Ukraine and forming new operational and strategic reserves.
Earlier, the General Staff of the Armed Forces of Ukraine reported that since the beginning of the full-scale invasion of Ukraine, the Russian Federation has already lost 337,220 of its military personnel.
