The SBU announced suspicion of the sanctioned Minister of Energy of the Russian Federation Nikolai Shulginov, who is helping the Kremlin in providing electricity to the occupation groups in the Eastern Territory of Ukraine.
According to the investigation, in July 2022, Shulginov arrived in temporarily occupied Crimea, where he announced the “attachment” of the peninsula’s energy system to the captured power plants on the left bank of the Kherson region. The corresponding high-voltage lines operate in the Kakhovskaya – Dzhankoy and Kakhovskaya – Ostrovskaya directions.
This ensures energy supplies for Russian troops and occupation administrations in the occupied territories in southern Ukraine.

Shulginov also carries out the tasks of the Russian Federation to connect captured Ukrainian energy facilities to its energy system.
He is charged with two articles of the Criminal Code of Ukraine: Part 2 of Art. 110 (encroachment on the territorial integrity and inviolability of Ukraine) and Part. 1, 2 tbsp. 332-1 (violation of the procedure for entry into and exit from the temporarily occupied territory of Ukraine).
The Russian minister faces up to 10 years in prison; comprehensive measures are ongoing to bring him to justice for crimes against Ukraine.
