The former secretary of the Kyiv City Council is suspected of official negligence and aiding in evasion of military service.

The State Bureau of Investigation reported this.

How a former official helped to evade mobilization

It is noted that the former secretary of the Kyiv City Council illegally paid salaries to the Kyiv City Council manager in 2022-2023, despite the fact that he, along with other deputies, was mobilized into the ranks of the Armed Forces of Ukraine.

“He knew for sure that the latter was doing military service. His actions caused damage to the state in the amount of more than 690 thousand hryvnia,” the report says.

In addition, the former official sent a letter to the Kyiv City Military-Civil Administration with a request to send a mobilized employee to work in the Kiev City Council, although there were no positions there that could be filled by military personnel.

“Thus, he effectively evaded military service, did not report to the military unit, and did not perform any tasks to defend Ukraine,” the State Bureau of Investigation emphasized.

All these facts are confirmed by documents that the bureau collected during the pre-trial investigation, forensic economic examination and audit research, the report says.
