The attackers had connections with ex-people's deputy Viktor Medvedchuk and former assistant to the President of Russia Vladislav Surkov. They wanted to create so-called “people's republics” in the western regions.

SBU investigators submitted to court an indictment against two public and political figures exposed by counterintelligence at the beginning of a full-scale invasion.
According to the investigation, the attackers acted in coordination with the Russians and individual members of Viktor Medvedchuk's Ukrainian Choice NGO. In addition, in 2019 they had a connection with Surkov's office.
To forcefully overthrow the government, the defendants developed a plan for holding a “National Assembly”, which was supposed to meet in Kyiv and announce the removal of the president, the dissolution of the Verkhovna Rada and the Government. The estimate for this event reached 9.7 million dollars, the SBU said.
At the time of the invasion, the attackers did not receive the full amount of the promised funding.

The attackers wanted to create “people's republics” in the West
In addition, they wanted to create so-called “People's Republics” in Western Ukraine. The SBU has established that the “Federal Republic of Ukraine” should include the following regions: ️

- Ternopilska,
- Chernivtsy.
“The logic of creating a pseudo-formation is to undermine the situation in the rear of the Ukrainian military. The SBU detained the organizer and key persons of the network in Ivano-Frankivsk regions. In the western and central regions, they must recruit more than half a thousand traitors,” the SBU reported.
Armed separatists were supposed to eliminate key security officials and authorities. After that, it was planned to seize administrative buildings and proclaim “people's republics” on the model of quasi-republics in the Donbass, and then unite them into a new Russian-controlled state. and the seizure of state power.
