Hacker activists from the Ukrainian group “Cyber ​​Resistance” have hacked a dump of email correspondence from the so-called representative office of the head of the Chechen Republic in the Ural Federal District of Russia. From the email, they were able to learn about a network of Kadyrov's representatives who help Chechens avoid punishment for crimes against Russians.

This is reported by 24 Channel with reference to the material of the international intelligence community InformNapalm.

How Kadyrov appointed his representatives in the Ural Federal District of the Russian Federation

Investigators note that Kadyrov appointed his representatives in all subjects and federal districts of Russia. The main declared function of such persons is “establishing friendly business relations between the Chechen Republic and the subjects of the Russian Federation”.

For example, in the city of Tyumen there is a representative office of the head of Chechnya in the Urals Federal District. It is headed by Ilyasov Turpal Akhmedovich, appointed to the post by decree of Kadyrov.

Ilyasov's region is large – 4 regions and two autonomous districts. However, it is surprising that the official has as many as 34 different deputies, advisers and assistants.

If we take into account the same number of identical surnames “Ilyasov”, it becomes obvious that the official needed to place his family somewhere. In particular, the head of Turpal Ilyasov's office and the administrator of the representative office's mailbox is his son Adam.

Adam himself really wants to work in the FSB. As he stated in his autobiography as a candidate for contract service: “I love my country Russia and everything connected with it.”

In addition, Turpalov's office is actively printing and distributing IDs to its countless assistants. Such certificates give these people additional protection and “weight” in the Russian hierarchy, as well as to easily violate certain rules and be protected from certain types of liability.

What Kadyrov's representatives in the regions are actually doing

From the mailboxes hacked by hackers, it was possible to find out that Kadyrov's representatives in other regions are not limited to “cultural events”. They also cover up the Chechens for the crimes they committed against Russians.

For example, in 2022, in the city of Kurgan, a trial began against an employee of the penal colony No. 2 of the Federal Penitentiary Service of Russia for the Kurgan Region, Captain Amaev Khamzat. He was charged under articles on violent sexual acts and abuse of office.

The description of one of the articles reads as follows: “Sodomy, lesbianism or other acts of a sexual nature with the use of violence or the threat of its use against the victim (victim) or other persons or using the helpless state of the victim (victim)”.

Accordingly, it becomes clear what exactly the employee of this correctional colony was doing.

In the end, in October 2022, Ilyasov first applied to the court with a petition for personal surety in relation to the suspect, and in March 2023, he filed an appeal with the court in which he insisted on reclassifying the charges to those under which Amaev could receive a suspended sentence or be released from prison early.

Ilyasov tried to “get off” another fellow countryman of his from charges of causing moderate bodily harm.

In another case, in March of last year, natives of Chechnya Iselbek Mamadyakipov and Said Bayazitov literally “put on the bottle” Russian Alferov K.A., born on September 16, 2002.

From the documents obtained, it is clear that in the aggressor country, it is Kadyrov's men who commit quite a few crimes against Russians. And it was precisely for the “settlement” of these issues that Kadyrov's representative offices were created.

Also, Kadyrov's men in the regions of Russia often act as “force support” in resolving business disputes.

For example, one Russian, whose last name was Vlasov, owed money to another Russian, whose last name was Kozyrev. The latter was offended and turned to Kadyrov's men for help. They began to threaten Vlasov and his family.

Or another example, when Russian woman Victoria Kolotukhina, born in 2003, contacted Ilyasov's office with a request that he conduct an educational conversation with the father of her child, who does not participate in the child's maintenance and does not acknowledge paternity.

The Russian woman thought that her chosen one, Hasan, was 27 years old, although in fact it turned out that he was 41 and had a wife with four children. Ilyasov's office responded that one of his assistants “passed on the information” to the citizen.

At the same time, complaints are being filed with Ilyasov’s office regarding offensive statements against Kadyrov and the Chechen people. One of these letters is marked as important in the mail.

How Ilyasov interfered in the awarding of Milchakov by Chechnya

Recently, the commander of the special detachment “Akhmat”, Lieutenant General Apti Alaudinov met with the commander of the DShRG “Rusich”, the well-known neo-Nazi Alexei Milchakov. During this meeting, the parties tried to publicly demonstrate that there is supposedly no intra-ethnic hatred in Russia. And Milchakov looked morally (if not physically) raped at this meeting.

So, after talking with Alaudinov, Milchakov will receive the medal “For Services to the Chechen Republic”. This is one of the highest awards of Chechnya.

As follows from the correspondence, Ilyasov learned from his fellow countrymen that they plan to award Milchakov a medal. However, such an action was clearly not properly communicated with fellow countrymen by the initiators.

To verify the information, Ilyasov contacted the relevant ministry responsible for the award – the Chechen Ministry for National Policy, External Relations, Press and Information. There he was given an unambiguous answer: “yes, such a question is being considered, but mind your own business.”

This probably angered Ilyasov a little and he filed an official request to the State Duma – to the first deputy chairman of the committee on security and counter-terrorism, his fellow countryman Adam Delimkhanov.

This letter with a call to intervene was sent not only to Delimkhanov. The indignant Ilyasov sent out a call to submit similar requests to other representatives of Kadyrov in Russia.
