Benefits for UBI 2023: what is provided
Free Legal Aid specialists note that there are now a number of legal acts regulating this topic, but the most important of them — Law of Ukraine On the status of war veterans, guarantees of their social protection.

Article 12 of this law establishes a large number of benefits for participants in combat operations.
Benefits for utilities

The area of housing for which a discount is provided when calculating heating fees is 21 square meters. m of heated area for each person permanently residing in a residential premises (house) and entitled to a fee discount, and an additional 10.5 sq. m. m per family.
And for families consisting only of disabled persons, a 75 percent discount is provided for the use of gas for heating housing for double the size of the standard heated area (42 sq. m for each person entitled to a fee discount, and 21 sq. m per family) .
- Priority provision of living space to persons in need of improved housing conditions, and priority allocation of land plots for individual housing construction, gardening and vegetable gardening, priority repair of houses and apartments.
- Persons injured (concussion or mutilation during participation in hostilities) are provided with living space for a period of two years after registration.
- A participant in hostilities can receive a loan for the construction, reconstruction or major repairs of residential buildings and outbuildings, country houses with repayment within 10 years, starting from the fifth year after completion of construction.
- Primary right to enter into housing -building (housing) cooperatives, cooperatives for the construction and operation of collective garages, vehicle parking and their maintenance, and horticultural societies.
- UBD also have benefits for the extraordinary use of all communication services and the extraordinary installation of apartment telephones on preferential terms (payment in the amount of 20% of the tariffs for the cost of basic work and 50% for additional work). The subscription fee for using the telephone is set at 50% of the approved tariffs.
Medical benefits
Persons with UBI status are entitled to:
- < li>free receipt of medicines, immunobiological preparations and medical products according to doctors’ prescriptions;
- priority free dental prosthetics (with the exception of prosthetics made of precious metals);
- free provision of sanatorium-resort treatment or receipt of compensation for the cost of independent sanatorium-resort treatment;
- use upon retirement (regardless of the time of retirement) or a change of place of work, polyclinics and hospitals to which they were assigned at the previous place of work;
- annual medical examination and medical examination with the involvement of the necessary specialists;
- priority care in medical institutions, pharmacies and priority hospitalization.
Travel benefits
UBD can also receive:
- 75% discount on the cost of fuel, including liquid, within the limits established for sale to the public, for persons living in houses that do not have central heating;
- free travel on all types of urban passenger transport, public road transport in rural areas, as well as suburban railway and water transport and buses on suburban and intercity routes, including intra-district, within — and interregional, regardless of distance and place of residence, if you have a certificate of the established form, and in the case of the introduction of an automated fare accounting system — also an electronic ticket, which is issued free of charge;
- free travel once every two years (round trip) by rail, water, air or intercity road transport, regardless of the availability of railway connections, or travel once a year (round trip) by the specified modes of transport with a 50% discount;
Other benefits for UBI
- A person who is a participant in hostilities receives temporary disability benefits in the amount of 100 percent of the average salary, regardless of length of service.
- Preemptive right to remain at work in the event of a reduction in the number or staff of employees in connection with changes in the organization of production and labor, and for employment in the event of liquidation of an enterprise, institution, organization.
- Extraordinary care by institutions providing social care services. If it is impossible for social protection institutions to provide such services, expenses associated with caring for this war veteran are reimbursed in the manner and amount established by current legislation.
- Participants in hostilities on the territory of other states are given a preferential right to admission to institutions of higher, professional pre-higher education, the right to non-competitive admission to institutions of vocational (vocational) education and to courses for obtaining relevant professions.
< li>Also, UBD have the right to use the next annual leave at a time convenient for them, as well as receive additional leave with pay for a period of 14 calendar days per year.
< p>The state also provides children of combatants with state targeted support for obtaining vocational, professional pre-higher and higher education in state and municipal educational institutions.
Benefits for obtaining education are provided in the form of:
- full or partial payment of tuition at the expense of state and local budgets;
- preferential long-term loans for education;
- social scholarship;
- free provision of textbooks;
- free access to the Internet, database systems in educational institutions;
- free accommodation in a hostel;
- other events approved by the Cabinet of Ministers of Ukraine.

And in order to receive benefits for solid fuel or liquefied gas in a monetized form, you need to submit information to the Pension Fund about banking institution where you want funds to be transferred or payment is made through a post office.
