Focus on Ukraine and European security: Denmark will hold the rotating presidency of the EU Council until the end of the year.

Denmark took over the presidency of the Council of the European Union on July 1. For the next six months, Denmark will focus on strengthening European security, developing the defense industry, and supporting Ukraine.

Denmark holds the Presidency of the Council of the European Union for the eighth time, until 31 December 2025.

Support Ukraine

The Danish Presidency will work to ensure that Ukraine remains a priority on the political agenda and that the EU continues to provide strong military, civilian, economic and political support to Ukrainians.

Denmark will facilitate Ukraine's access to assistance from interest on frozen Russian assets. Support for Ukraine's civilian security sector through the EU Advisory Mission (EUAM Ukraine) will remain a priority, the action plan says.

– It is extremely important to strengthen the long-term deterrence strategy, in particular after a potential ceasefire or peace agreement. Therefore, the Presidency will prioritize efforts to increase overall military support to Ukraine. This includes joint procurement and reimbursement of member states' military contributions through the European Peace Facility (EPF), – the Danish government said in a document.

The Danish Presidency will support the EU Military Assistance Mission (EUMAM Ukraine) and will seek to strengthen the European and Ukrainian defence industry. Denmark will also support investment in the Ukrainian defence sector.

Denmark will also focus on maintaining and enacting the toughest sanctions against Russia and will fight against sanctions circumvention.

Given Russia’s full-scale invasion of Ukraine and a changing geopolitical landscape characterised by global strategic competition, the Foreign Affairs Council will work to build a stronger, more resilient EU that takes greater responsibility for its own security. The aim is for Europe to be able to defend itself by 2030.

The Danish Presidency will continue to work on internal reforms in the EU, which are necessary in the current geopolitical conditions.

Work on EU enlargement will continue, in particular negotiations with Ukraine, Moldova and the Western Balkans.

Efforts will also be made to strengthen and deepen the EU's relations with the UK and other non-EU Western European countries.
