President Volodymyr Zelensky spoke about the disclosure of information about Ukraine's request to provide Tomahawk missiles, which was in the secret annex of the Victory Plan. In his opinion, without providing this assistance, such a leak indicates the indecision of the allies.
He said this during a meeting with the heads of territorial communities and districts of Transcarpathia.

Zelensky said that any plan is strong when it is supported. According to him, if one of the partners wants to disclose the details of the closed Victory Plan for Ukraine, they should first provide assistance, and only then talk.

– Because when one of the partners first says that it is in the appendix, it means that they do not really want to give something, thus postponing the decision, – the president said.
He noted that Ukraine has not disclosed all the details of its Victory Plan, and does not really support the fact that the partners “have already begun to give some messages in the information space abroad”
Recall that on October 29, The New York Times reported that in the secret Part of the Victory Plan presented to Western allies included a request for Tomahawk missiles.
The next day, on October 30, Zelensky confirmed this fact. He noted that this information was confidential between Ukraine and the White House, and the disclosure of such details “means that there is nothing confidential between the partners”.
