In July 2025, Ukrainians affected by the full-scale war may receive financial assistance from a number of international organizations, charitable foundations and government partners.
The Cabinet of Ministers has made a decision that expands the possibilities for providing financial assistance to residents of territories that are under temporary occupation, have been de-occupied, or are in the zone of active military operations.
The assistance is provided within the framework of the implementation of a social project carried out by the Ministry of Social Policy with the support of the Ministry of Digital Transformation and the United Nations Development Programme.

Who is eligible for financial assistance and what is required for this?
Payments are made by international organizations in cooperation with Ukrainian authorities. Assistance is provided to the named categories of the population, in accordance with the terms of the memorandums concluded between the Ministry of Social Policy and international partners.
This primarily concerns internally displaced persons, people with disabilities, large families, pensioners, people who have lost their homes or who live in areas of active military action.
Priority is given to low-income groups, single elderly people, families with disabled children, women raising children without support, and families that are unable to provide for their basic needs.
To receive payments from international organizations, you must submit an application on the eDopomoga platform and provide the necessary documents.
How to apply
To receive assistance, you need to fill out an application on the eDopomoga platform or go through verification through local mobile group points. Social workers can also submit data if we are talking about people with limited mobility.
What documents are needed?
- passport or ID card (or other document);
- INN (RNOKPP);
- birth certificates of children;
- actual and registered address of residence;
- IBAN (bank account);
- phone number.
How are funds paid out?
After checking the data, the eDopomoga platform forwards the applications to the Ministry of Social Policy. The Ministry forwards the verified lists to international organizations, which themselves decide on the provision of assistance, in accordance with their criteria.
Payments are made through:
- bank account (IBAN),
- postal orders (Ukrposhta),
- other services at the organization's discretion.
When to expect money
The timeframes depend on the specific organization. After a positive decision is made, you will receive an SMS message or other form of notification. You can also check the status of your application yourself on the eDopomoga platform.
Help from UNICEF
The United Nations Children's Fund provides financial support to large families who have:
- three or more children under the age of 18, at least one of whom is under three years of age;
- two or more children under 18 years of age, among whom there is at least one child with a disability.
The amount of assistance is UAH 2,220 per family member, but no more than UAH 33,300 in total.
The payment period is one payment every three months.
Assistance from the Office of the United Nations High Commissioner for Refugees (UNHCR)
The program is aimed at internally displaced persons. Priority is given to pensioners receiving a pension of less than UAH 3,000.
IDPs from all over Ukraine can receive assistance, but first and foremost, residents of Donetsk, Luhansk, Odessa, Kharkiv, Zaporizhia, Nikolaev and Kherson regions.
The amount of payments is UAH 2,220 per family member.
Duration: monthly for three months.
Aid from the United Nations World Food Programme (WFP)
Assistance is provided to internally displaced persons who have been included in the Ministry of Social Policy database. Priority is given to families from frontline and de-occupied regions.
Amount: UAH 2,220 per household member (for no more than three people).
Duration: monthly for three months.
Aid from the ICRC and the OKCU
The International Committee of the Red Cross and the Ukrainian Red Cross Society help:
- low-income families, in particular IDPs;
- single mothers;
- recipients of assistance in connection with pregnancy and childbirth;
- persons with disabilities from childhood and children with disabilities;
- non-working pensioners without the right to a pension;
- families caring for sick children;
- large families.
Ukrainians from all regions can apply for assistance, with priority given to IDPs from affected regions.
Amount: 2,500 UAH for each recipient.
Duration: 1 month with the possibility of further extension.
Help from Red Rose CDS Limited (available separately)
Provides support to IDPs, pensioners and persons with disabilities. At the pilot stage, it is planned to cover 40 thousand people in seven regions: Dnipropetrovsk, Poltava, Mykolaiv, Kharkiv, Sumy, Chernihiv and Chernivtsi.
Amount: 2,220 UAH per each family member.
Duration: monthly for three months with potential extension.
Assistance from the International Organization for Migration (IOM)
The program is aimed at:
- persons with disabilities;
- single mothers/fathers;
- families with two or more children;
- pensioners over 65 years of age.
Amount: 2,220 UAH per each family member.
Duration: monthly for three months.
Help from BO Man in trouble
Assistance — only at the pilot stage. Aimed at people with disabilities. Coverage areas: Kharkiv, Donetsk, Zaporizhia, Kherson and Nikolaev regions.
The amount and deadline have not yet been specified.
Help from the Norwegian Refugee Council (NRC)
Support for IDPs and people living in war zones.
Amount: 2,220 UAH per each family member.
The term is monthly for three months.
Help from ACTED (foreign non-governmental organization)
Helps people with disabilities in Kherson (if they have an account in Oschadbank), Kharkiv and Nikolaev regions.
Amount – not specified.
Help from Handicap International
The program provides financial assistance and psychological support:
IDPs (with or without official status);
- persons over 65 years of age with an income of less than 300 UAH;
- people with disabilities, chronic diseases;
- large families;
- single pensioners;
- families with pregnant or lactating women.
Amount: 2,200 UAH per person.
Duration: monthly for three months.
Help from Caritas Ukraine
Assistance from Caritas Ukraine for IDPs of Odessa and Odessa region and residents of Zhitomir.
In Odessa region, assistance can be received by:
- internally displaced persons temporarily residing in collective accommodation facilities (e.g. dormitories or shelters);
- IDPs who already rent housing but are at risk of eviction and have no alternative options;
- newly arrived migrants who registered in the city of Odessa or the region starting from August 2024;
- persons in need of protection – in particular, victims of domestic violence or those who have other signs of vulnerability (people with disabilities, single mothers, etc.).
Assistance in Zhitomir is aimed at:
Employment: Participants may take advantage of the Cash for Work or Cash for Job program, which provides financial support to those who are ready to work or are already employed.
Professional education and retraining. The program offers grants for training that open the way to obtaining a new profession or improving qualifications – an excellent opportunity to start a new career or strengthen your position in the labor market.
Microbusiness development. This direction is aimed at those who have ideas for creating or developing a small business or agricultural business. It is envisaged to provide start-up grants to support entrepreneurial initiatives.
