In the Lugansk OVA, residents of the region are urged to urgently evacuate while there is still such an opportunity. On April 23, people will be taken out of Lisichansk and Severodonetsk. They will also try to get into Rubizhne and Popasnaya.
The head of the OVA, Sergei Gaidai, said that shelling prevented the evacuation on the eve of the evacuation, but dozens of people got to safe places.
