This is due to the fact that the Austrian official sent to Russia children who fled the war to Europe.
It's no secret that Russia has been kidnapping Ukrainian children from the occupied territories from the very beginning of a full-scale invasion and then brainwashing them with its propaganda. Ukraine will not be a member of the European Ombudsman Institute
Dmitry Lubinets announced the decision to withdraw from the European Ombudsman Institute on Wednesday, February 8. He justified this step by the fact that the Austrian official decided to send two Ukrainian children to Russia. Actually, the “human rights activist of the European Ombudsman Institute (EIO)” made this decision, despite the fact that Russia is a terrorist state, and these minors just fled to Austria from the war.
According to media reports, this was done by Dr. Josef Siegele, Secretary General of the EIS, member of the ESI Board and Deputy Ombudsman of Tyrol. The Austrian authorities have launched an official investigation into the actions of Josef Siegele, the Ukrainian Ombudsman wrote.
At the same time, he stated that this was a violation of Articles 49 and 50 of the Geneva Convention for the Protection of Civilian Persons in Time of War. The text of this document says that it is forbidden to forcibly relocate or deport people from the occupied territory.

The institute itself refused to investigate this case
One might think that the decision to withdraw from the alliance is too radical, but Lubinets noted that he asked the European Ombudsman Institute to conduct an internal investigation into Siegele's actions. The organization ignored this initiative.
Siegele's act is contrary to the goals of the founding of the Institute and testifies to his bias. The President of the Institute, Dragan Milkov, ignored my requests. I believe that such actions are detrimental to the national interests of Ukraine, at a time when a bloody full-scale war continues, the Commissioner for Human Rights stated.
