The European Commission will note on November 8 that Ukraine has fully complied with four of the seven criteria that accompanied the granting of candidate country status for EU membership.
This was reported by Radio Liberty, whose journalists received a report on Ukraine – an internal document of the European Commission.

- Implementation of legislation related to the selection of judges of the Constitutional Court of Ukraine, taking into account the recommendations of the Venice Commission.
- Creation of the High Qualifications Commission of Judges (HQJC) and completion of the verification of the virtue of candidates for members of the High Council of Justice (HCJ).
- Bringing anti-money laundering legislation into line with FATF standards. Approval of a strategic plan for reforming the law enforcement sector.
- Bringing Ukrainian legislation into line with the European Union Directive on audiovisual media services.
At the same time, the European Commission will provide recommendations regarding three more criteria that Brussels does not consider to be fully implemented.
We are talking, in particular, about strengthening the fight against corruption . As part of this move, Ukraine appointed a new head of the SAP (Specialized Anti-Corruption Prosecutor's Office) and director of the NABU (National Anti-Corruption Bureau).
The European Commission will insist that Ukraine increase the staff of NABU by adopting the corresponding law.
In addition, Brussels recommends “removing from the law on the prevention of corruption the rules limiting the powers of the NACP to continuing to verify assets that have already passed the verification process, and limiting the powers of the NACP to verify property acquired by declarants before entering public service.”
The European Commission will also call for a “lobbying law in accordance with European standards.”

Brussels will note that Kiev has not yet implemented all the recommendations of the Venice Commission on the reform of legislation on national minorities . The report will say that Ukraine should implement the remaining comments “by amending the laws on the state language, media and education.”

On November 8, a report from the European Commission on Ukraine’s progress is expected. Based on its results, EU members will decide whether to launch negotiations on our state’s accession to the EU.
On November 4, President of the European Commission Ursula von der Leyen came to Kyiv on an official visit. She held talks with President Vladimir Zelensky.
Following their results, Zelensky emphasized that he had heard good signals regarding Ukraine’s movement towards the start of membership negotiations.
