Errors in credentials: how to change data in the registry Oberig

In Ukraine, there is a Unified State Register of Conscripts, Persons liable for Military Service, and Reservists.

This allows for the simplification and digitalization of processes related to the registration of citizens who may be called up for military service. The system is called Oberig and operates throughout the country.

Who can make changes to the Oberig registry

The Reserve+ application actually serves as a “window” into the Oberig registry, through which each user can view only their own military registration data. But even if you have entered or updated information in the Reserve+ application yourself, this does not mean that the changes will automatically appear in the Oberig registry.

Only certain government agencies have access to the Oberig registry. These are the Ministry of Defense, the General Staff of the Armed Forces, the Security Service of Ukraine, the Foreign Intelligence Service, and territorial recruitment centers, which are responsible for maintaining the registry.

Only authorized employees of district TCCs can make changes to data in the Oberig register. Each such edit is recorded and confirmed by the personal electronic signature of the employee who makes it.

They are responsible for the accuracy and relevance of the information. In particular, whether a person is registered, what military ID he has, his health status, whether the person has an education, a job, a deferment from mobilization, the results of medical examinations, a criminal record, military rank, etc.

You can check your data through the mobile application Reserve+ or by contacting your TCC. The law gives every citizen the right to find out whether he is in the register and what exactly is written about him there.

How to change data in the Oberig registry

There may be errors in the Oberig registry. For example, there may be no information about registration or deregistration, the conclusion of the VLK on suitability for service, deferment, or there may be incorrect personal data. Sometimes the registry does not contain any information from the military ID, even if it is on hand.

Such inaccuracies can cause serious legal problems. For example, you may be called to the TCC without reason or denied the right to a deferment.

How to make changes to your account data in the Oberig registry:

  • Contact your local TCC at your place of residence or military registration.
  • Submit in person or send by mail a free-form application for entering correct data into the Oberig register.
  • Be sure to add documents confirming the changes to the application (for example, copies of a military ID, a VLK certificate, documents on a deferment or a reservation at the enterprise).

It should be noted that each case is individual, so the list of necessary documents differs. The TCC is obliged to consider the application and provide a written response within 30 days. But the law does not establish exact deadlines for correcting information in the register.

In practice, it happens that the TCC refuses to change the data. This may be due to the fact that they do not recognize the documents provided, consider them insufficient, or the conclusion of the VVK has been lost.

Quite often, previously issued certificates of unfitness for service are not accepted and a medical examination is required to be repeated. In case of refusal or inaction of the TCC, the citizen has the right to appeal to the administrative court to appeal the decision or inaction of the institution.
