Another corruption scheme of draft evasion was exposed in the Chernihiv region, with the help of which men liable for military service could travel outside Ukraine.
According to the Security Service of Ukraine, the organizer of the transaction was the head of one of the city's centers for providing administrative services (ACS), which involved three more accomplices in illegal activities.
For an amount of $ 2.5 thousand, they helped draft dodgers to avoid mobilization on the basis of fictitious certificates for military personnel traveling abroad. Using these forgeries, they provided clients with permits to travel abroad for permanent residence.
Thus, the attackers illegally earned almost UAH 4 million during mobilization under martial law. The organizer, together with accomplices, used personal connections in the local military registration and enlistment office and the migration service to implement the scheme.
The SBU learned that for “non-locals” of clients, the ASC official personally dealt with the issues of changing the registration address. This was necessary so that draft dodgers could be registered and then “write off” through the local draft board.

Two accomplices were looking for clients among potential conscripts and acted as intermediaries to transfer money.
Another person involved in — a representative of the criminal world, who is located abroad, from where he coordinated the activities of the participants in the transaction.
Now the investigators of the Security Service have informed all four malefactors of suspicion under two articles of the Criminal Code of Ukraine:
- h. 1 st. 114-1 (Obstruction of the lawful activities of the Armed Forces of Ukraine and other military formations);
- ch. 3 art. 332 (Illegal transfer of persons across the state border of Ukraine).
Three of them are in custody without the right to bail. Attackers face up to nine years in prison with confiscation of property.
Another defendant is hiding abroad. They plan to put him on the international wanted list. At the same time, the involvement of officials of local military registration and enlistment offices and the migration service in the deal is being checked.
