NATO members will create a structure to support the security of Ukraine (NSATU), and also decided on a minimum core funding of €40 billion over the next year.
This is stated in the declaration of the Washington NATO summit.
What is NSATU
The allies announced the creation of NSATU, a structure that will coordinate the provision of military equipment and training to Ukraine by NATO members and partners.

— Its goal is to put security assistance to Ukraine on a sound footing, providing enhanced, expected and coordinated support. NSATU, which will operate in the Alliance states, will support the self-defense of Ukraine in accordance with the UN Charter, — says the declaration.
At the same time, NSATU will not make NATO a party to the conflict, it will support the transformation of Ukraine's security and defense forces, promoting its further integration with NATO.
Financing plan for Ukraine by NATO members
The document also contains a commitment to long-term assistance for Ukraine through proportional contributions from members of the bloc.
We are talking about a minimum core funding of €40 billion over 2025 and ensuring a sustainable level of security assistance.
The obligation covers costs associated with the provision of military equipment, assistance and training to Ukraine, in particular:
- for the purchase of military equipment;
- financial assistance;
- costs associated with maintenance, logistics and transportation of military equipment;
- expenses for military training;
- operational expenses related to providing military support to Ukraine;
- investments and support for defense infrastructure and defense industry of Ukraine;
all contributions to NATO trust funds for Ukraine, including non-lethal assistance.
– In addition to the military support provided for by this promise, members of the Alliance intend to continue to provide political, economic, financial and humanitarian support to Ukraine, the document says.
