E-declaration with open registers restored – NACP

December 10 The National Agency for the Prevention of Corruption opened access to the Unified State Register of declarations of persons authorized to perform the functions of the state or local self-government.

This is stated in the message NAPC.

It is noted that access to the register of declarations is open at the request of Law No. 3384-IX adopted by the Rada, taking into account the security measures specified in clause 2−11 of the Final Provisions of the Law of Ukraine on the Prevention of Corruption.

The Agency reported that some declarations have been withdrawn from public access.

— Removal of documents from the public part of the Register of Declarations is possible even after its opening until the end or lifting of martial law in Ukraine, but in this case they will be in the public domain for some time, the NAPC informed.

In addition, the Agency recalled that based on submissions, not only declarations, but also messages about significant changes in property status for all periods are withdrawn from public access.

In this case, all documents published in the Register by declarants, in respect of which protective measures have already been applied based on submissions, are automatically withdrawn from public access.

The initiator of the seizure of declarations submitted by the subjects of the declaration, who are now mobilized into the ranks of the Armed Forces of Ukraine, is the General Staff of the Armed Forces of Ukraine.

Full public access to the Register will be provided by NAPC after the end or lifting of martial law in Ukraine.

Recall that on September 20, the Verkhovna Rada, during a meeting, supported the proposals of the President of Ukraine Vladimir Zelensky to the law on the restoration of e-declaration with open registers in time of martial law in Ukraine.
