Demobilization of conscripts 2024: what is it and how will it happen?

President of Ukraine Vladimir Zelensky signed a bill on the demobilization of conscripts. This is stated in project card No. 11035 On amendments to Chapter XII Final provisions of the Law of Ukraine On Military Duty and Military Service regarding the terms of compulsory military service.

Lawyer and lawyer Rostislav Kravets noted that this bill provides for the dismissal from military service of persons who were previously called up for military service. The President was given the right to retire them in 2024.

Thus, conscripts whose term of service ended during martial law, as well as whose military service was extended beyond the established deadlines – are discharged from military service into the reserve within the time limits specified determined by decree of the head of state.

The lawyer also noted that beyond conscription and military service there will be no more, but only basic service.

The lawyer and lawyer said that demobilized military personnel cannot be called up for military service during mobilization within 12 months from the date of transfer to the reserve, unless they have expressed a desire to continue military service. That is, they can be called up for service only at their own request.

However, lawyer Rostislav Kravets noted that there are now disagreements in the bills. Bill 10449's transitional provisions state that military personnel who have served in the military are discharged from military service into the reserves within a period determined by the President, but no later than six months from the date of entry into force of this law. That is, this law provides for six months, and the law on the transfer of conscripts to the reserve provides for 12 months.

According to the lawyer, if bill 10449 on mobilization is signed later, this period could be reduced to six months. But what will happen in the future is still unknown, since there is no final text for the second reading of the bill.
