What is economic reservation
The concept of economic reservation provides for the provision of a deferment from mobilization to persons liable for military service, subject to payment for such persons to the budget of a certain monthly sum of money.

What is included in booking for money
As a member of the Ukrainian Bar Association, a practicing lawyer in the field of military law and mobilization, told Facts ICTV in a commentary Anton Revenko, a corresponding proposal was introduced into the law on strengthening mobilization No. 10449.
The amendment to economic reservation provided for enterprises that are not of strategic importance, but want to reserve an employee, to pay 20,000 hryvnia and 1.5% additional taxes on wages for each employee liable for military service.
— For individual entrepreneurs there was an additional requirement that they provide a certificate of turnover in the amount of at least the cost of three months of booking to confirm real activity. That is, at least 60,000 hryvnia, — noted lawyer.
At the same time, the relevant Verkhovna Rada Committee on National Security and Defense rejected this amendment, and now only one reservation procedure is in effect.
— Today, if an individual entrepreneur does not carry out strategically important tasks, for example, does not fulfill defense orders for its territorial community or for military military formations, then, unfortunately, it cannot be booked, — emphasized Revenko.
Is economic booking possible from a legal point of view
The offer of booking for money caused a wave of discussions in society.
In particular, some people consider this approach to be correct and effective for a state that needs significant funding to wage war. Others are convinced that the approach of deferring mobilization based on earnings level is unfair.
According to the expert, if the Verkhovna Rada votes for this change and the Cabinet of Ministers approves it in the relevant resolution, then this will be a legal basis for the reservation.
— The question of justice will no longer arise. From a legal point of view, this will be the legal basis for the postponement due to economic reservation, — emphasized Revenko.
Will economic reservations be introduced in Ukraine
As of today, economic booking is not valid. In the future, it may be taken into account in some bill or through an amendment to the law.
As the lawyer points out, the issue of booking for money is not on the agenda yet.
On January 26, President of Ukraine Vladimir Zelensky signed a decree on the creation of a Council for supporting entrepreneurship under martial law. The goal of this body will be to improve communication between authorities at all levels and business representatives.
