Two Ukrainians illegally imprisoned in Russia died – Konstantin Shiring and Dzhemil Gafarov. Ukraine is preparing a letter to the UN Committee against Torture.

Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets appealed to the Russian Ombudswoman Tatiana Moskalkova with a demand to provide official information about the death of political prisoners and its causes.

Lubinets said that the world should be aware of Russia's systemic violation of human rights, the Geneva Conventions and other norms of international law.

After all, in accordance with the Convention for the Protection of Civilian Population in Time of War, it is forbidden to take any measures that could cause physical harm or death to protected persons.

Russia must conduct an effective and impartial investigation into the circumstances of the death of political prisoners Konstantin Shiring and Jemil Gafarov and report their results to the Commissioner of the Verkhovna Rada of Ukraine for Human Rights! the Ombudsman emphasized.

The death of Konstantin Shiring became known on February 7, 2023. He died on the territory of colony No. 5 in Novotroitsk in the Orenburg region. The administration of colony No. 5 did not officially confirm the death of the Ukrainian, but informed his relatives.

In turn, the death of 60-year-old Jemil Gafarov was learned on February 10, 2023. He died in the pre-trial detention center of Novocherkassk. The Ukrainian was illegally imprisoned and accused of the activities of a “terrorist organization.”

“At the time of his imprisonment, Dzhemil Gafarov had a 3rd disability group due to heart problems. Due to ignoring his health condition and the failure to provide medical care , Gafarov suffered a heart attack in a pre-trial detention center and received a 2nd group of disability,” Lubinets said.

He added that the following violations of fundamental human rights and international law are equated with torture:

  • inhumane treatment of citizens of Ukraine illegally imprisoned by Russia,
  • failure to provide proper medical care

“Therefore, we are preparing a letter to the UN Committee against Torture. Russia once again shows that for her human rights are an empty phrase! – the Ombudsman summed up.

Pay attention! As part of a large exchange of prisoners on February 4, Ukraine returned 116 of its heroes – 115 men and 1 woman. All of them were hospitalized in poor condition.
