The river rose to its second-highest level on record, according to the National Weather Service.
US President Donald Trump, while on board Air Force One, called the situation in Texas dire and promised federal assistance.
“It's shocking. They don't know the exact number of deaths yet, but it appears there are children among them,” the president said, adding that the White House was coordinating with the state governor.
Forecasters recorded that parts of central Texas received a month's worth of rainfall in a few hours. In Hunt County, about 6.5 inches of rain fell in three hours, a once-in-100-year amount. Heavy rainfall is expected to continue through July 5.
