The Internal Audit Service of the Ministry of Defense checked the actions of officials regarding the inflated cost of the tender for the covers of personal file folders for the Armed Forces of Ukraine. They wanted to purchase one unit of goods for 351 UAH, when the market price was half as low.
According to the Ministry of Defense of Ukraine, four months before the tender, the Personnel Center of the Armed Forces of Ukraine proposed to make changes to the technical specifications of the covers, thanks to which the price in the Logistics Forces Command’s application was set at 351 UAH per piece.
After the start of bidding was announced, only one price offer was received from manufacturers for the first lot, equal to the expected cost. It was sent by the manufacturer PrJSC Kiev Printing Factory Zarya.

It became known that there are cheaper offers on the market, for example, similar samples of folders at prices ranging from 140 to 325 UAH.
The auditors purchased a sample of such a product from an individual entrepreneur at a price of 120 UAH – this is a promotional price from the main 140 UAH (it is not known whether this seller can satisfy the entire need – four lots with a total of 58 thousand units).
The inspection of the Ministry of Defense found that the changes proposed by the Personnel Center of the Armed Forces of Ukraine on the technical parameters of the covers were provided without justification. Therefore, the contract for this tender was not signed.
After the established facts, the Internal Audit Service of the Ministry of Defense proposed to the Personnel Center of the Armed Forces of Ukraine to make changes that would reduce the cost of the goods and increase the number of auction participants.
According to the Ministry of Defense, the verification is still ongoing. They promised to publish the final results after its completion.
