Against the backdrop of the events in Kursk Oblast, the Kremlin became afraid for its other regions located near the border with Ukraine. Thus, a special situation was introduced in Bryansk and Belgorod regions.

On the night of August 10, the National Anti-Terrorist Committee in Russia reported that the counter-terrorist operation regime was being introduced in Bryansk Oblast “in connection with the increase in the level of sabotage and terrorist threats from Ukraine.” Subsequently, the acting governor of Kursk Oblast also announced the introduction of the CTO regime. Later, Belgorod region also joined these regions.

What does the CTO regime mean for Russians

The last time the CTO regime was introduced was in the spring, when the border was breached in Belgorod region. At that time, the military of the RDC and the “Freedom of Russia” Legion were operating there. Also, the counter-terrorism operation regime was introduced for two days in Moscow, Moscow and Voronezh regions in June 2023 during the military mutiny of the Wagner PMC and Yevgeny Prigozhin.

This state means that the quota for violence against the local population has been expanded for Russian security forces.

For example, they can confiscate vehicles, freely enter homes, apartments and land plots of citizens, turn off cellular communications, restrict the movement of pedestrians and cars, wiretap telephone conversations, and the like.

Recall that the border breakthrough in the Kursk region occurred on the morning of August 6. Since then, the Russian authorities have repeatedly announced the expulsion of saboteurs back to Ukraine. However, fighting in the region continues to this day.
