On Wednesday, June 25, the High Anti-Corruption Court (HACC) will determine a preventive measure for Deputy Prime Minister – Minister of National Unity Alexey Chernyshov, who is suspected of abuse of office and receiving an illegal benefit on an especially large scale.
This was reported by Interfax-Ukraine with reference to the press secretary of the VAKS, Olesya Chemeris.
VAKS will determine the measure of restraint for Chernyshov
“Tomorrow, the HAKS investigative judge will apply a preventive measure against a top official suspected of abuse and receiving an undue benefit,” the HAKS press secretary reported.
As a source in law enforcement agencies said, most likely, bail will be chosen as a preventive measure for Chernyshov.

What is Chernyshov suspected of?
On June 23, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) reported suspicions to Vice Prime Minister – Minister of National Unity Oleksiy Chernyshov of abuse of office and receiving illegal benefits on an especially large scale, both for himself and for third parties.
The SAP Telegram channel, without specifying the official’s name, noted that the suspect previously held the position of Minister for the Development of Communities and Territories of Ukraine.
His actions are qualified under Part 2 of Article 15, Part 2 of Article 28, Part 2 of Article 364, Part 4 of Article 368 of the Criminal Code of Ukraine.
According to the investigation, the developer, together with his trusted person, developed a scheme to illegally obtain a plot of land in Kyiv for the construction of a residential complex. Chernyshov, when he was a minister, as well as his adviser, the then state secretary of the ministry and the director of a state enterprise, were involved in the implementation of this scheme.
The minister is said to have facilitated the transfer of a land plot for use by the said state enterprise. The state secretary gave permission for a significant business commitment to be concluded, and the director of the state enterprise illegally concluded investment contracts with the “right” construction company.
According to these agreements, the developer had to transfer to the state a portion of the future apartments in proportion to the value of the land. In order to minimize this amount, the land and the buildings existing on it were valued almost five times cheaper than their market value.
The difference between such an undervaluation and the market price exceeds UAH 1 billion. Because of this, the state could have lost real estate for such an amount if the contracts were implemented. This was prevented by the seizure of the site, imposed at the request of NABU and SAP.
Earlier, suspicions were reported to five individuals, including: the former state secretary of the Ministry of Regional Development, the former adviser to the minister, the former director of a state enterprise, the developer and his trusted person, who are the organizers of the illegal scheme.
