IDP Employment Compensation is a government assistance provided to employers who hire internally displaced persons (IDPs).

This financial incentive was introduced to support the employment of this category of the population. The essence of the compensation is to reimburse the employer for part of the costs of paying the wages of employed IDPs, which contributes to their social and economic integration.

What is IDP Employment Compensation and Who Can Receive It?

An employer can receive financial support from the state through the Compulsory State Social Insurance Fund in the event of official employment of an internally displaced person (IDP).

Compensation is provided for each employee hired under a fixed-term, open-ended employment contract or part-time. Assistance is provided even in cases where the IDP status was issued after the start of the employment relationship.

The payment period is up to three months, and for persons with disabilities – up to six months.

The amount of assistance is equal to the minimum wage, i.e. 8 thousand UAH , and if the employee works part of the month, it is calculated proportionally.

Help can be obtained by:

  • legal entities;
  • individual entrepreneurs (IE) who act as employers.

Compensation is not provided:

  • budgetary organizations (except those that provide social services);
  • funds of compulsory state social insurance.

Compensation for employment of IDPs: what is known about the changes

On May 16, 2025, amendments to two procedures concerning the employment of internally displaced persons (IDPs) and the registration of the unemployed came into force.

In particular, previously, in order to receive compensation for the employment of IDPs, the employer had to provide one of the medical documents – form No. 080/o or No. 157/-1/o.

This obligation has now been abolished. To receive compensation, it is sufficient to submit general information about the disability.

How to Receive Compensation for Employment of IDPs

To receive compensation for the employment of IDPs, the employer must conclude an employment contract (in particular for part-time work), a gig contract with the IDP and submit a corresponding application through the Diia application or through the employment center at the place of business activity along with a package of necessary documents.

To submit documents and receive compensation for the employment of IDPs in 2025 through the Diia portal, you must complete the following steps:

  • Log in or register in the citizen's account on the Diia website using an electronic digital signature (EDS). The system will automatically check whether you are on the list of recipients of payments from the Pension Fund of Ukraine.
  • After successful identification, select the period for which you would like to apply for compensation.
    Enter data on an employed internally displaced person. The portal will check whether the person is in the register of internally displaced persons (IDPs).

Please note: If you are applying for the second or subsequent months, you must additionally confirm that the person is still employed.

If an application for the previous month was previously submitted to the employment center, you must indicate this by answering the corresponding question. Then re-enter the information about the employee and confirm that he is still employed.

  • Enter the bank details to which the funds will be credited. After that, the system will automatically generate an application.
  • Sign the application with an electronic signature. Once signed, it will be automatically sent to the relevant authority.

After the application has been reviewed, funds for payment of wages for the employment of IDPs are transferred to the specified bank account.

We remind you that the amount of compensation for employment of IDPs is one minimum wage or part of it if the employee worked less than a full month.
