Ukrainian President Vladimir Zelensky has implemented sanctions imposed by the National Security and Defense Council against 147 Russian citizens and other individuals associated with the Russian Federation.
The corresponding decrees No. 772/2023 and 773/2023 were signed by the President on November 23.
One of the lists contains the names of 60 individuals who are citizens of Russia, Ukraine, Cyprus, Belarus, Germany, Uzbekistan, Austria, and Great Britain.

Among the above list:
- former Secretary of the National Security and Defense Council Vladimir Sivkovich , who is hiding in the Russian Federation;
- Leonid Kharchenko , accused in the crash of Malaysia Airlines flight MH17;
- so-called “Human Rights Commissioner” of the occupation administration of the Donetsk region Daria Morozova ;
- top managers of the companies of the USM group of the Russian oligarch Alisher Usmanov Nazim Efendiev, Vakhtang Kocharov and Valery Kazikaev ;
- wife of ex-head of USM Ivan Streshinsky Natalya Davydova ;
- as well as the son of Usmanov’s wife Irina Viner – Nathan Viner .
Sanctions against these persons are imposed for 10 years. The restrictions include blocking of assets, cancellation of licenses, restrictions on transit and trade operations on the territory of Ukraine, a ban on privatization and public procurement.
The second list contains the names of 87 individuals who are citizens of Russia. Among them:
- ex-chief of the Russian Presidential Administration Anatoly Chubais ;
- Commander of the Air Defense Forces – Deputy Commander-in-Chief of the Aerospace Forces of the Russian Federation Andrei Demin ;
- Chairman of the Accounts Chamber and ex-Minister of Finance of the Russian Federation Alexei Kudrin ;
- father, wife and son of Ukrainian collaborator Evgeniy Balitsky ;
- Chief Sanitary Doctor of Moscow Elena Andreeva ;
- General Director of the Nizhny Novgorod company RemExStroy LLC Alexander Dorofeev ;
- General Director of Galaktika LLC Alexander German .
Restrictions against 34 of them are introduced for 10 years, against 50 – for five years, and against another three – for three years.
The sanctions provide for the blocking of assets, deprivation of state awards, cancellation of licenses, a ban on transit and trade operations on the territory of Ukraine, the withdrawal of capital abroad, for privatization, and the purchase of land.
