Chinese Parts in Downed Shaheds: Zelensky Imposes Sanctions on Their Manufacturers

Ukrainian President Volodymyr Zelensky has put into effect the decision of the National Security and Defense Council of July 8 on the application of personal special economic and other restrictive measures (sanctions) against five companies registered in China.

The corresponding decree of the head of state No. 466/2025 was published on the website of the Office of the President.

Ukraine's Sanctions Against 5 Chinese Companies

According to the document, sanctions were imposed on: China Asia Silk Road International Trade (Tianjin) Co., Suzhou Ecod Precision Manufacturing Co., Shenzhen Royo Technology Co., Shenzhen Jinduoban Technology Co. and Ningbo BLIN Machinery Co.

The list of restrictive measures includes 16 items:

  1. permanent deprivation of state awards of Ukraine and other forms of awarding.
  2. blocking of assets (for 10 years) – temporary deprivation of the right to use and dispose of assets belonging to an individual or legal entity, as well as assets in relation to which such an individual may directly or indirectly (through other individuals or legal entities) perform actions identical in content to the exercise of the right to dispose of them;
  3. restriction of trading operations (complete cessation);
  4. restriction, partial or complete cessation of transit of resources, flights and transportation through the territory of Ukraine (complete cessation);
  5. preventing the outflow of capital outside of Ukraine;
  6. suspension of the fulfillment of economic and financial obligations;
  7. termination or suspension of licenses and other permits, the receipt (availability) of which is a condition for carrying out a certain type of activity, in particular, termination or suspension of special permits for the use of subsoil;
  8. prohibition of participation in the privatization and leasing of state property by residents of a foreign state and persons who are directly or indirectly controlled by residents of a foreign state or act in their interests;
  9. a ban on public and defense procurement of goods, works and services from legal entities – residents of a foreign state of state ownership and legal entities whose share of the authorized capital is owned by a foreign state, as well as public and defense procurement from other business entities that sell goods, works and services originating from a foreign state to which sanctions have been applied in accordance with this Law;
  10. a ban or restriction on the entry of foreign non-military vessels and military ships into the territorial sea of Ukraine, its internal waters, ports and aircraft into the airspace of Ukraine or landing on the territory of Ukraine (complete ban);
  11. a complete or partial ban on transactions involving securities issued by persons to whom sanctions have been applied in accordance with this Law (complete ban);
  12. a ban on increasing the size of the authorized capital of business entities and enterprises in which a resident of a foreign state, a foreign state, a legal entity in which a non-resident or a foreign state is a participant, owns 10 or more percent of the authorized capital or has influence over the management of the legal entity or its activities;
  13. termination of trade agreements, joint projects and industrial programs in certain areas, in particular in the field of security and defense;
  14. prohibition of transfer of technologies, rights to intellectual property rights;
  15. cancellation of official visits, meetings, negotiations on issues of concluding contracts or agreements;
  16. prohibition on the acquisition of land plots.

Vlasyuk's comment

The Presidential Commissioner for Sanctions Policy Vladislav Vlasyuk explained that components of Chinese manufacture were found in the downed Shaheds, which the Russian Federation used to attack Kyiv on the night of July 4.

— Today, sanctions have been imposed on these supplier companies. Among the companies subject to sanctions are Ningbo BLIN Machinery Co., Ltd, and Suzhou ECOD Precision Manufacturing, which supplied products to sanctioned Russian enterprises in 2024 and 2025, — he emphasized.

According to him, Ukraine is working with its partners in the sanctions coalition to further impose restrictions against Chinese manufacturers.
