Beijing has published a “peace plan” to end Russia's war against Ukraine. In general, the document is pro-Chinese, but certain points coincide with Volodymyr Zelensky's “peace formula” and are pro-Ukrainian.
The document released by Beijing consists of 12 points. ThisChannel 24 was told by the Chairman of the Board of the Ukrainian Association of Sinologists Vita Golod.
China's initiative has 3 parts
According to her, this “peace plan” can be divided into 3 parts:
- pro-Ukrainian;
- economic;
- pro-Chinese – 3 points that do not concern Ukraine, but are necessary for Beijing, so he decided to add them.
Nuclear Security
If you look closely at this plan, then there are 6 positions that are worth highlighting. They somewhat coincide with the “peace formula” of Ukrainian President Zelensky. First of all, it isstrategic risk reduction.
In this document, China has officially recorded that it warns against the use of nuclear weapons and the outbreak of nuclear war. China supports the safety of nuclear power plants, that is, it opposes armed attacks on peaceful nuclear facilities and insists on their control by the IAEA,” Golod explained.
Ceasefire
Another important point is a ceasefire. However, there is a definite difference here. Yes, Beijing warns the parties against escalation, calls for an end to the war, and supports the territorial integrity of Ukraine. At the same time, does not call on Russia to withdraw troops from the territory of our state.
However, this point can be worked on. Ukrainian diplomacy will deal with this.

Territorial integrity and sovereignty of Ukraine
China supports the territorial integrity and sovereignty of Ukraine, and in fact supports international law, as well as the charters and goals of the UN. By this, China confirms the territorial integrity of Ukraine within the borders of 1991. This also coincides with Zelensky's “peace formula,” – Hunger reported.
Other Points Pointing to China's Pro-Ukrainian Position
In addition, Beijing calls for protection of civilians and prisoners of war. There is also again a call for peace talks between Ukraine and Russia, which China aired last year. They called it the only way to “settle the crisis”, that is, to end Russia's war against our state.
Beijing sees for itself the exclusive role of a peacemaker and mediator who has equal relations with both countries. This is a continuation of the traditional position that is convenient for China.
In fact, these points are pro-Ukrainian and this is the basis from which our diplomats and politicians should work in the future,” Hunger noted.
According to her desire, President Zelensky sees a big role for China in ending the war and continues to appeal to Chinese leader Xi Jinping. It is known that First Lady Olena Zelenska delivered a letter to the President of Ukraine to the head of China during the economic forum in Davos. >
- On the eve of the anniversary of the full-scale invasion of Russia on the territory of our state, Beijing announced that they were preparing a document, the observance of which should help end the war. It was published on February 24, 2023.
- However, China's “peace plan” turned out to be rather ambiguous. More precisely, some of its points directly contradict others and are unlikely to be effective in Russia's war against Ukraine.
- The Office of the President of Ukraine has already reacted to the published document. Mikhail Podolyak, adviser to the head of the OPU, emphasized that this plan is not a story about peace, but about freezing the conflict, the loss of our country and the subsequent stages of the Russian genocide
- Western partners are actively discussing Beijing's initiative, but do not take it seriously. They consider the risk of a threat to the civilized world from China over the next 10 to 20 years.
