China has unveiled its “peace plan” for the war in Ukraine. There are 12 points that, according to the authors, should end the war between Russia and Ukraine.

China's position on the “political settlement of the Ukrainian crisis” appeared on the website of the Chinese Foreign Ministry. The document never mentions the word “war”.

China has not condemned Russia's actions

First of all, it should be noted that in the text of the document not only does not mention the word “war”, but there is no criticism of Russian aggression and no mention of war crimes of Russian forces. China calls Russia's war against Ukraine the “Ukrainian crisis”.

Also, China does not take into account the issue of Ukraine's disagreement with the occupation of its territories. Beijing only notes that “the sovereignty, independence and territorial integrity of all countries should be effectively protected.” This is logical, but at the same time quite ambiguous, since the aggressor country considers part of the Ukrainian lands “its own”. At the same time, the document says that security “the security interests and concerns of all countries must be taken seriously.”

Also, the PRC is “all good and against all bad” and notes that all parties should not attack the civilian population and go in and attack nuclear power plants. However, the only party that is taking such action is Russia. However, the text of the document is so neutral and generalized that it automatically puts the defenders of Ukraine, who adhere to the rules of war and all conventions, along with war criminals represented by the Russian army.

In addition, China stands for the end of “unilateral sanctions”, that is, for the lifting of sanctions against Russia.

  1. Respect for the sovereignty of all countries.Generally recognized international law, including the purposes and principles of the Charter of the United Nations, must be strictly observed. It is necessary to effectively maintain the sovereignty, independence and territorial integrity of all countries. All countries, big or small, strong or weak, rich or poor, are equal members of international society. All parties must jointly uphold the basic norms governing international relations and uphold international fairness and justice. The equal and uniform application of international law should be encouraged, and double standards should be rejected.
  2. Abandoning the Cold War mentality.The security of the country should not be achieved at the expense of others. The security of the region should not be achieved by strengthening or expanding military blocs. The legitimate security interests and concerns of all countries should be taken seriously and given due consideration. There is no simple solution to a complex problem. All parties should, with a vision of common, comprehensive, cooperative and sustainable security and mindful of long-term peace and stability in the world, promote a balanced, effective and sustainable European security architecture.
  3. Cessation of hostilities.< /strong>Conflicts and wars do not benefit anyone. All parties must maintain rationality and restraint, avoid fanning the flames and exacerbating tensions, and prevent the crisis from worsening or even spiraling out of control. All parties must support Russia and Ukraine to work in the same direction and restore direct dialogue as soon as possible in order to gradually de-escalate the situation and achieve a comprehensive ceasefire.
  4. Resumption of peace talks.Dialogue and negotiations are the only viable solution to the “Ukrainian crisis”. All efforts aimed at a peaceful resolution of the crisis should be encouraged and supported. The international community must remain committed to the right approach to facilitating peace negotiations, helping the parties to the conflict open the doors to a political settlement as quickly as possible, and creating conditions and platforms for the resumption of negotiations.
  5. Resolving the humanitarian crisis.All measures that contribute to the mitigation of the humanitarian crisis must be encouraged and supported. Humanitarian operations must be based on the principles of neutrality and impartiality, and humanitarian issues must not be politicized. The security of civilians must be effectively protected and humanitarian corridors must be established to evacuate civilians from conflict zones.
  6. Protection of civilians and prisoners of war.Parties to a conflict must strictly observe international humanitarian law, avoid attacks on civilians or civilian objects, protect women, children and other victims of the conflict, and respect the fundamental rights of prisoners of war. China supports the exchange of prisoners of war between Russia and Ukraine and calls on all parties to create more favorable conditions for this.
  7. Maintaining the security of nuclear power plants. China opposes armed attacks on nuclear power plants and other peaceful nuclear facilities and calls on all parties to comply with international law, including the Convention on Nuclear Safety, and strongly avoid man-made nuclear accidents.
  8. Reducing strategic risks. No nuclear weapons can be used and no nuclear wars can be waged. The threat or use of nuclear weapons must be resisted. It is necessary to prevent the proliferation of nuclear weapons and avoid a nuclear crisis. China opposes the research, development and use of chemical and biological weapons by any country under any circumstances.
  9. Promotion of grain exports.All parties must fully and effectively implement the Black Sea Grain Initiative signed by Russia, Turkey, Ukraine and the UN in a balanced manner and support the UN in playing an important role in this regard. China's Global Food Security Cooperation Initiative provides a possible solution to the global food crisis.
  10. Ending unilateral sanctions.Unilateral sanctions and maximum pressure cannot resolve issues. They only create new problems. China opposes unilateral sanctions unauthorized by the UN.
  11. Maintaining the stability of industrial and supply chains. All parties should wholeheartedly support the current world economic system and oppose the use of the world economy as a tool or weapon in political purposes. Joint efforts are needed to mitigate the effects of the crisis and prevent it from disrupting international cooperation in energy, finance, food trade and transportation and undermining the recovery of the global economy.
  12. Promoting post-conflict recovery. The international community must take steps to support post-conflict reconstruction in conflict zones. China is ready to assist and play a constructive role in these efforts.

Pay attention. The UN General Assembly adopted the resolution proposed by Ukraine and supported the Ukrainian version of the “peace formula”. China abstained from voting.
