In the last month of spring, an important law on mobilization comes into force. A number of pensioners must have their pensions recalculated. Drivers will also face important changes in traffic rules from May 1.

Law on Mobilization
The mobilization law will come into force on May 18, reports the official publication Voice of Ukraine.

Main provisions of the law on mobilization:
- people with disabilities have the right to be exempt from service;
- those who have been captured are released from service;
- women can serve only voluntarily;
- persons with limited fitness status must undergo a second medical examination within 12 months;
- those who received disability group II or III after February 24, 2022, except military personnel, must undergo a repeat medical examination;
- conscription was abolished and basic military training was introduced for five months. Start — from September 2025;
- single parents are not subject to conscription;
- Parents with many children have the right to a deferment from mobilization.

Obtaining passports for men abroad
The GP Document warned about changes in obtaining passports of Ukrainian citizens in branches abroad.
According to the message on the company’s website, After technical problems are resolved, they will be able to obtain passports abroad:
- citizens who submitted their applications before April 25 (i.e. before the Cabinet of Ministers Resolution No. 443 came into force).
- citizens belonging to the following categories of persons: people with disabilities; guardians of persons with disabilities; parents of children with disabilities; persons in need of constant care; accompanying seriously ill children; persons from components of the Defense and Security Forces; victims of the Russian military aggression against Ukraine who went abroad for treatment.
Men aged 18 to 60 years who have submitted applications, starting from April 25, will be able to obtain their passport documents only from the State Migration Service authorities in Ukraine.
Sending documents to foreign branches of the State Enterprise The document will not be carried out.

The Ministry of Education and Science approved the calendar plan for holding the national multi-subject test (NMT) in 2024.
Testing will take place:
- main sessions: May 14 – June 25;
- additional sessions: 11 — July 19.
There are two registration periods for participation in NMT:
- main registration stage – from March 14 to April 11 inclusive;
- additional period — from May 10 to May 15 (for those who were unable to register during the main period for valid reasons, or those who were denied registration. Changes to registration data can be made until May 19).
From May 8, registered participants in the main sessions of NMT will be able to download an invitation to conduct NMT from their personal accounts. Participants in additional sessions will be able to learn about the date, time and location of testing from July 8.
Information about the results of the main sessions of NMT will be published in the personal accounts of participants until July 2, additional sessions – until July 26.
Registration for EVE in 2024
The main stage of registration for participation in the Unified Entrance Exam (UEE) will take place from May 7 to May 29 inclusive. Register with the admissions committees of universities where they will enroll in master's programs.
Applicants will receive examination sheets with a login and password to access the participant’s account on the portal of the Ukrainian Center for Education Quality Assessment.
The additional registration period will run from June 17 to June 21. This will allow those who will not be able to do so in May to take the exams.
What will change in traffic rules from May 1
Ukrainian drivers from May 1 outside populated areas must drive with headlights on at any time of the day and year.
Last year the government made changes to the traffic rules, namely paragraph 9.8 regarding the seasonal switching on of low beam headlights.
Previously, drivers were required to keep their headlights on between October 1st and April 30th. These intervals have now been cancelled. This practice was borrowed from EU countries.
For violation of the norm, a fine is provided in the amount of 425 to 510 hryvnia.
Benefits for payment of housing and communal services for veterans
The government has made it easier for war veterans and members of their families to receive benefits for housing and communal services. Members of the Cabinet of Ministers adopted the corresponding resolution on December 27, 2023, but provided for a four-month period for technical improvements to information systems. That is, the order started working on April 27, 2024.
What the resolution provides for:
- if a war veteran (a person with a disability as a result of war, a participant in hostilities, a participant in the war) cannot independently apply for benefits for housing and communal services – from May 2024, members of his family will be able to do this; < /li>
- you can submit a single simplified application – for registration as a beneficiary and for the provision of benefits;
- part of the data for assigning benefits will be taken by the Ministry of Social Policy and the Pension Fund from the information systems of government agencies;
- it is possible to submit a simplified application, in addition to paper, also in electronic form, in particular, through Diya.
Preferential prices for gas and electricity
The government approved a resolution on preferential gas prices for suppliers of heat and hot water for the population until the end of summer.
Meanwhile, Naftogaz of Ukraine extended the Fixed tariff plan until April 30, 2025 inclusive.
Thus from May 1, 2024, a cubic meter of gas for the company’s customers will continue to cost 7.96 UAH (including VAT).< /p>
The other 11 gas suppliers present on the market have also published their proposals by the end of April 2025. The cost of blue fuel for consumers ranges from 7.70 to 9.99 UAH per cubic meter. Thus, the cost of gas for the population will not increase.
Until May 31, a preferential price for electricity for the population will be in effect – 2.64 UAH/kWh.
Water tariffs
The National Commission, which carries out state regulation in the field of energy and utilities, has not set new water prices since May 1.
However, it should be taken into account that water tariffs for each water utility may vary, so detailed information should be obtained from suppliers.
Recalculation of pensions
In May, some pensioners will recalculate their pensions. Pensions will increase for those over 70 years old, and the amount of their payments is below UAH 10,340.35
What allowances are provided:
- pensioners from 70 to 74 years old – 300 hryvnia;
- pensioners from 75 to 79 years old – 456 hryvnia;
- pensioners over 80 years old – 570 hryvnia.
Such compensation payments are established from the date of reaching the age of 70, 75 or 80 years, regardless of the type of pension and length of insurance coverage.
As you know, from March 1, pensions were indexed in Ukraine, and from April 1, pensions were automatically recalculated for working pensioners, taking into account the updated insurance period.
Payments to pensioners from the UN
Ukrainian pensioners living in areas of active hostilities or possible hostilities will be able to receive additional money from the UN in May and June. The Pension Fund of Ukraine reports this.
Payments will be received by pensioners in the Dnepropetrovsk, Donetsk, Zaporozhye, Lugansk, Nikolaev, Sumy, Kharkov, Kherson and Chernihiv regions who meet the conditions of the program.
The amount of payments is equal to the difference between 3250 hryvnia and the amount of pension that pensioners receive now.
Assignment of subsidies
From May 1, housing subsidies for the unheated season will be assigned automatically for most recipients – until April 30, 2025. The Pension Fund of Ukraine reports this.
However, among the recipients of subsidies there are those who will be assigned a subsidy based on their applications and declaration of income and expenses.
For the next season, a housing subsidy is assigned upon personal application, if:
- the applicant rents residential premises for which he pays utilities;
- internally displaced persons live in the household;
- the number of persons actually living is less than the number of registered ones;
- the household applies for a housing subsidy for the purchase of liquefied gas, hard and liquid heating household fuel.
A subsidy for the unheated period is provided to those eligible for payment, but during the heating season the amount of payment for utilities and expenses for managing an apartment building does not exceed social norms. That is, during the heating season the subsidy is 0 hryvnia.
If an application for a subsidy is submitted after the start of the unheated season, payments will be accrued from the month of submission of documents, but not earlier.
Weekends in May
No additional days off are expected in May.
So, Ukrainians will not have an additional day off on May 1, International Labor Day, May 6, the day after Easter, and May 8, the Day of Remembrance and Reconciliation.
This is provided for by martial law, which must be extended after May 13.
Therefore, in May 2024 there will be 23 working days and eight traditional days off on Saturday and Sunday (May 4-5; May 11-12; May 18-19; May 25-26).
