Salary indexation from July 2025: how it is applied and who is eligible

Lawyers from Free Legal Aid noted that from July, enterprises, institutions and organizations, regardless of their form of ownership and management, as well as individuals using hired labor, must conduct indexation.

The return of indexation is due to the indexation threshold being exceeded; in particular, in June the consumer price index was 104.4%.

In turn, the State Labor Service specialists commented that the right to index wages arises when the accumulated consumer price index exceeds the established threshold of 103%.

Based on the inflation results for February, March, April and May, in June this index reached 104.4%, i.e. exceeded a certain minimum. Consequently, from July 2025, employers are required to resume indexation of employees' salaries. The base month for accruals is January 2025. In this case, salaries must be indexed by a coefficient of 4.4%.

The lawyers of the BPD added that the Law of Ukraine On indexation of monetary incomes of the population (Article 2) defines the monetary incomes of citizens subject to indexation.

In particular, the salary indexation in July applies to permanent cash income of citizens that is received in hryvnia on the territory of Ukraine and is not of a one-time nature.

These include:

• pension payments;
• scholarships;
• wages or salary;
• insurance payments provided for by the legislation on compulsory state social insurance (except for monthly insurance payments to those injured at work and their families, as well as pensions, which are already indexed separately);
• compensation for damage caused to health, or in the event of the loss of a breadwinner (except for payments made under social insurance laws).

However, one-time social payments, such as childbirth benefits, financial assistance, retirement benefits, or maternity benefits, are not subject to indexation.

The increase in their size is carried out separately in order to maintain purchasing power.

How is wage indexation carried out from July in Ukraine 2025

The lawyers of the BPD noted that the calculation of indexation in Ukraine is carried out in accordance with the Procedure for indexation of monetary incomes of the population, approved by the Cabinet of Ministers of Ukraine Resolution No. 1078 of July 17, 2003.

How is indexation of wages or other payments calculated:

• The base month is the month of the last increase in basic income (e.g. salary). The consumer price index (CPI) begins to accumulate from the month following it.

The indexation threshold is 103%. That is, indexation is carried out only when the CPI, calculated cumulatively after the base month, exceeds this threshold.

• Indexation amount = the amount of earnings subject to indexation (depending on the subsistence minimum) × % excess of the CPI.

For example, if the accumulated CPI over several months was 104.4%, then the excess is 1.4%.

This figure is applied to a conditional base (for example, to a fixed indexation value, for partial salaries this may be proportional).

Indexation is carried out monthly, starting from the month following the threshold being exceeded.

Hungarian Prime Minister Viktor Orban, arriving at the NATO summit in The Hague on June 25, said that he opposes Ukraine's membership in the Alliance. He also said that he does not consider Russia a threat to NATO.

“NATO has no business in Ukraine. Ukraine, like Russia, is not a member of NATO, and my task is to keep it that way,” Viktor Orban said.

He also denied claims about a Russian threat to the North Atlantic Treaty Organization, although NATO's official position is radically different from his views.

“I don't think that Russia poses any real threat to NATO. Because we are much stronger,” Orban emphasized.

He noted that this is constantly mentioned in NATO summit declarations, but he himself does not share this assessment of the situation.

According to Orban, the real problem for Europe is not security issues, but economic challenges.

In particular, he named the loss of competition in economic terms as the greatest threat to the continent.

This is not the first high-profile statement by the Hungarian Prime Minister.

Thus, in March, Orban even announced a referendum in Hungary on supporting Ukraine's membership in the EU. He even published a photo where he demonstratively voted against.

However, Hungarians did not support the Prime Minister's idea. According to the Hungarian opposition, no more than 7% of citizens took part in the vote.

Earlier, Orban stated that Russia is not capable of starting a military conflict against Europe, since it was unable to win even over Ukraine.

US President Donald Trump reaffirmed his commitment to Article 5 at the NATO summit, calling member states' pledge to spend 5% of GDP on defence “big news”.

He said this in The Hague during a conversation with the media, writes The Guardian newspaper.

Article 5 is NATO's core principle of collective defence, which became the bloc's foundation during the Cold War to protect Western Europe from the USSR.

Donald Trump, for his part, acknowledged the progress of member countries in increasing defense spending.

“I have been asking them to increase the costs to 5% for several years, and they are increasing it to 5%, it is a big (jump, – Ed. ) from 2%, and many were not even paying 2%, so I think it will be very big news,” he said.

NATO Secretary General Mark Rutte, sitting next to the US President, noted that Europeans and Canadians are gradually equalizing their defense spending with the US.

This does not mean an increase in the burden on US taxpayers, but rather an increase in contributions from allies. According to him, such a result could not have been achieved without the participation of Donald Trump.

The National Police have uncovered an illegal scheme by which a Ukrainian businessman and his accomplices helped a Russian entrepreneur avoid sanctions from the National Security and Defense Council.

We are talking about enterprises that extracted and processed minerals in the Kyiv and Zhytomyr regions. The total value of these assets is about UAH 1 billion. The special operation was named Granit.

Ukrainian businessman helped Russian bypass sanctions

After the start of Russia's full-scale invasion, one of the Russian businessmen who owned assets in Ukraine transferred corporate rights to a trusted person with a foreign passport.

“Such manipulations allowed him to avoid a direct blow from sanctions, although actual control over production remained in his hands,” the police reported.

After the introduction of sanctions by the National Security and Defense Council and the suspension of special permits for the use of subsoil, assets began to be re-registered to fictitious persons through a number of fictitious companies. As a result, a Ukrainian businessman gained control over them, which became a cover for the sanctioned business.

To make things look legal, the parties signed a so-called memorandum on the transfer of some rights to the companies in September 2023. On paper, it looked like a partnership, but in reality, it was a way to maintain Russian control over Ukrainian resources.

— In parallel, a clear organizational structure was built. It included directors of commercial enterprises, lawyers and other involved persons. Accomplices provided legal support, were responsible for the creation and acquisition of shell companies, appointed controlled persons to key positions and monitored financial flows and document flow, — the National Police reported.

The parties communicated via special devices that were not recorded by mobile operators. The main decisions were made in the Kiev office of the Ukrainian businessman – it was there, according to the police, that all steps were agreed upon, contracts were signed and the entire scheme was managed.

Law enforcement officers spent eight months collecting evidence. As a result, they managed to seize the assets of the subsoil-extracting enterprises of the sanctioned group of companies – this is more than 130 units of special equipment, land plots, real estate and permits for the use of subsoil. Everything was transferred to the management of ARMA.

Nineteen people were declared suspects. Among them are two businessmen (Ukrainian and Russian), heads of enterprises, accountants, and notaries.

The Ukrainian businessman was detained and taken into custody. Now they are deciding what measure of restraint to choose for the other participants in the case.

All defendants are suspected of the following crimes:

• Part 3 of Article 209 (Legalization (laundering) of property obtained by criminal means, committed by an organized group of persons on an especially large scale);
• Part 3 of Article 362 (Unauthorized actions with information processed in automated systems, committed by a person who has the right to access it by prior agreement with a group of persons);
• Part 2 of Article 28, Part 2 of Article 366 (Official forgery committed by a group of persons, resulting in grave consequences).

The defendants in the case face imprisonment for up to 12 years with confiscation of property.

The Security Service of Ukraine has in absentia reported suspicion of treason to engineer Oleg Borsuk, who after fleeing to Russia became the chief developer of satellite navigation for the occupiers' missile weapons.

61-year-old Oleg Borsuk is accused under Part 2 of Article 111 of the Criminal Code of Ukraine – high treason committed under martial law.

According to the intelligence service, Borsuk is in charge of the development and modernization of GPS/GLONASS navigation systems for cruise and ballistic missiles, which the Russians use to attack Ukrainian targets.

In 2023 alone, under Borsuk's leadership, almost 3,200 satellite units were manufactured.

They were installed, in particular, on the Iskander operational-tactical missile systems.

The occupiers use this equipment to attack civilian infrastructure in Ukraine.

Borsuk previously headed a laboratory at one of the defense plants in the Cherkasy region. In 2009, he quit and left for Russia.

Earlier, the SBU announced in absentia suspicions against three Russian military personnel. They are accused of brutal murders and torture of civilians during the temporary occupation of the Kyiv region.

Russia has already accumulated more than 1,950 strategic missiles of various types and is capable of producing up to 195 units monthly. The largest number in its arsenal are ballistic Iskanders.

How many drones are there in Russia

Ukrainian President Volodymyr Zelensky said that in June 2025 alone, Russia launched 2,736 Shahed drones at Ukraine. In total, since the start of the full-scale invasion, Russia has used 28,743 drones of this type against Ukraine. He said this during a speech in the Dutch parliament.

As of June 15, Russia had more than 6,000 attack drones of the Shahed-136 and Harpia-A1 types, as well as more than 6,000 imitators (Gerbera).

According to GUR estimates, the Russian defense industry is capable of producing up to 170 such drones per day (both attack and simulators).

And by the end of the year, the aggressor country plans to increase production of these UAVs to 190 units per day.
