• Deferment for persons caring for people with disabilities. In 2025, it was clarified that such a right is granted only in the absence of other able-bodied persons capable of providing care. This applies to both the relatives of the conscript and the relatives of the spouses.
• Changes have occurred for education workers and students. The law adopted on April 4, 2025, granted the right to a deferment to teachers who, as of January 1, work in universities or extracurricular institutions and teach classes in clubs or additional groups. Men aged 25 and over who are repeating their studies at the same or lower level of education have lost this right.

Who is granted a deferment from mobilization from July 1, 2025

The following categories of citizens are exempt from mobilization or may receive a deferment:

• persons reserved by government agencies – ministries, local authorities, as well as enterprises, organizations or institutions;
• citizens recognized as unfit or temporarily unfit for service for medical reasons, as well as people with disabilities;
• women and men who support three or more minor children;
• single mothers or fathers raising a child or several children under 18 years of age on their own;
• people (including guardians) who care for a minor child with a disability or an adult with a disability of group I or II;
• women and men who are raising a child with serious illnesses;
• guardians of orphans or children left without parental care under the age of 18;
• persons providing ongoing care for a sick family member (husband, wife, child or parents);
• citizens whose husband, wife, mother or father have the status of a person with a disability;
• persons who are guardians or provide care for a person with a disability on a permanent basis;
• fathers or mothers of minor children, one of whom is currently serving in the Armed Forces of Ukraine;
• People's Deputies of Ukraine or the Autonomous Republic of Crimea;
• employees of the Armed Forces of Ukraine, as well as employees of enterprises, institutions and organizations subordinate to the Ministry of Defense, and representatives of the security sector (National Guard, SBU, police, NABU, etc.).

“This, combined with their probably low cost, makes them widespread and very dangerous. In their concept, they can be compared to another Russian drone, the Molniya, which also uses simple materials in its design,” the publication's experts note.
