The Cabinet of Ministers asked the selection committee to once again submit candidates for the leadership position at the BEB, this time strictly observing all requirements. In June, the committee recommended Oleksandr Tsivinsky for this position.

Cabinet of Ministers rejects appointment of Tsivinsky as director of the BEB
At its next meeting, the Cabinet of Ministers of Ukraine considered the submission of the commission for the selection of the director of the Bureau of Economic Security of Ukraine on the appointment of Oleksandr Tsyvinsky to the position of director.

During the discussion, the government also reviewed additional materials, in particular those provided by the SBU. They concerned aspects of national security and contained relevant assessments.
Following a comprehensive analysis of the information provided, members of the government unanimously decided to ask the Selection Commission to re-submit no more than two candidates who fully meet all established requirements, including safety requirements.
As noted in the report, such a decision is fully consistent with the provisions of the Law on the Bureau of Economic Security and guarantees compliance with the established procedures for the appointment of the institution's management.
“The Cabinet of Ministers of Ukraine remains committed to the principles of transparency and responsibility in the process of forming the leadership of all executive bodies of Ukraine,” the government added.
Tsivinsky recommended for the post of director of the BEB
On June 24, the Commission for the Competition for the Position of Director of the BEB recommended to the government the candidacy of Oleksandr Tsyvinsky, who previously held the position of head of the detective department at the National Anti-Corruption Bureau of Ukraine.
The competitive procedure is being carried out within the framework of the implementation of Law No. 10439, adopted by the Verkhovna Rada on June 29, 2024.
This document provides for a “restart” of the Bureau, including a competition for the position of director with the participation of experts delegated by international partners, as well as an annual assessment of the Bureau’s employees after the appointment of a new director.
The selection of a new head of the Bureau of Economic Security by the end of July 2025 is one of the conditions for the implementation of the Extended Fund Facility program by the International Monetary Fund.
