The Ministry of Education and Digital Transformation jointly developed a comprehensive program School offline, the purpose of which is which will be improving the quality and effectiveness of school education in Ukraine.
The introduction of this program for children was a forced measure: over the past four years, the country's education system has undergone serious changes and suffered losses.
— Now the key prerequisite for improving the quality of education is children's access to safe in-person learning. That is why we are introducing a comprehensive Offline School policy, the goal of which is to return approximately 300 thousand students to school desks, — said Deputy Prime Minister Mikhail Fedorov.
According to Education Minister Oksen Lisovyi, distance learning is one of the biggest social challenges for Ukraine.

— Such a format cannot be a long-term strategy for the state. Today, there are different categories of students with different needs, such as: children in the VOT or children abroad. Our task is to offer an individual approach to each child — first of all, high-quality education that meets the needs and conditions in which students find themselves, — he explained.
Offline School 2024-25 — components and conditions
Currently almost 1 million Ukrainian children study online: approximately 600 thousand in Ukraine, almost 400 thousand more abroad.
When developing the Offline School in different regions, all the conditions in which schoolchildren find themselves were taken into account:
- displaced as a result of military action;
- those who are in the temporarily occupied territories;
- those who are abroad;
- those who have/don't has access to full-time or mixed education.
