Reservation of IT specialists in Ukraine in 2024: what they say in the Ministry of Digital Development
Minister of Digital Transformation Mikhail Fedorov is convinced: specialists in technological and innovative businesses, which are important enterprises for the economy, must be booked so that companies continue to fill the budget of our country.

Now in Ukraine, notes Mikhail Fedorov, there are 700 thousand booked people, and only 4 thousand are representatives of IT companies.
At the same time, the share of IT in the country’s GDP is almost 5%.
– Last year, the state budget received UAH 20.8 billion in taxes from the IT sector. This is UAH 3.1 billion more than in 2022. That is, one working IT specialist creates and retains almost three jobs in the economy,” Mikhail Fedorov explains the importance of the armor of IT specialists.
As of today, there are more than 300 thousand employees working in the IT sector, only 1.5% of them are booked.
Required condition for booking
Economy critical status is a prerequisite for booking.
It can be obtained by those enterprises that meet at least three criteria from the list approved by Cabinet of Ministers Resolution No. 76 on January 27, 2023:
- the average salary at the enterprise is not less than the average salary in the region for the fourth quarter of 2021;
- absence of debt under the unified social contribution;
- over €1.5 million in taxes paid to the state and local budget during the year, excluding customs duties;
- over €32 million in revenues for the last year, excluding loans and borrowings;
- Diya.City resident status;
- importance for the national economy (the so-called sectoral criterion).
The criteria for IT companies, for example, are:
- belonging to the IT industry;
- the average salary of employees for the last quarter is not less than the equivalent of €1,200 at the NBU rate;
- average number of employees for the last quarter is at least 9 people.
Changes to the Procedure for Reserving IT Specialists: Resolution of the Cabinet of Ministers
It should be noted that at the moment the Cabinet of Ministers has changed the rules for booking IT specialists in Ukraine.
This is provided for by changes to the Procedure for reserving military personnel according to the list of persons liable for military service during martial law, approved by government decree No. 555 of May 14, 2024.
Now enterprise workers are liable for military service, providing electronic communication services or access services to electronic communication networks and their infrastructure, which are determined by the Ministry of Digital Development to be critical for the functioning of the economy during a special period in the field of digitalization, are subject to reservation regardless of military rank, age and military registration specialty.
In addition, now company-suppliers of IT services, defined as critical by the Ministry of Digital Development, do not apply restrictions on number of military personnel subject to reservation.
That is, now such enterprises will not be subject to the reservation norm for half of all employees liable for military service.
By the way, the Ministry of Digital Transformation commented on the abolition of the high-profile order of the Ministry of Economy dated April 8 No. 8572 on the reservation of military personnel of the companies Glovo, Visa, Favbet Tech for the period of mobilization.
According to the Minister of Digital Transformation, according to this order, only 54 IT specialists were booked, and these were not couriers, but high-level specialists (architects, developers, etc. ).
Mikhail Fedorov notes: it is engineers who are the basis of Diya.City, which includes not only IT companies, but also defense-tech developers.
