A summons to the territorial recruitment and social support center can be served:
- in the premises of the territorial center for recruitment and social support by representatives of the territorial center for recruitment and social support;
- at the place of residence (stay) by representatives of the territorial center of recruitment and social support or police;
- at the place of work by representatives of the territorial recruitment and social support center, employer or police;
- in public places by representatives of the territorial center of recruitment and social support or police officers.
In addition, a summons to the territorial center for recruitment and social support can be sent to a citizen via the electronic account of a conscript, conscript and reservist or by email.

What the agenda should look like
The summons to the territorial recruitment and social support center indicates:
- surname, first name, patronymic and date of birth of the citizen to whom the summons is addressed;
- name of the territorial recruitment and social support center that issued the summons;
- the purpose of the call to the territorial recruitment and social support center;
- place, day and time of appearance on call;
- signature (electronic digital signature) of the official who issued (generated) the summons;
- registration number of the summons;
- explanation of the consequences of failure to appear and the obligation to report the reasons for failure to appear.
In case of receiving a summons to the territorial center for recruitment and social support, the citizen is obliged to appear at the place and time specified in it.
For citizens who independently arrived at the TCC and are subject to referral for education (training) in connection with conscription for military service upon mobilization, for a special period, the time of reporting to the territorial center for recruitment and social support is established within two months from the date of passing the military medical commission.
The following are recognized as valid reasons for a citizen’s failure to arrive within the period specified in the agenda:
- obstacle of a natural nature, illness of a citizen or other circumstances that deprived him of the opportunity to personally arrive at the specified point and time;
- death of his close relative (parents, wife (husband), child, brother, sister, grandfather, grandmother) or a close relative of his wife (husband).
It is stated that the reason for non-arrival must be confirmed by relevant documents.
