Joe Biden announced on July 21 that he was withdrawing from the election race. Now he announced his first address to the people after his illness.
So, the US President did not appear in public after he was diagnosed with COVID-19 19. Biden was in self-isolation for some time, but now all symptoms have disappeared and he is ready to return to the White House.

On his social media page X, Joe Biden wrote that he will deliver an address from the Oval Office of the White House on Wednesday, July 24, at 8:00 pm ET (i.e. 3:00 July 25, Kiev time).
In his speech, he wants to talk about what lies ahead for the American people, and how he will complete his work in office .
By the way, the Financial Times writes that Biden plans to focus on Ukraine and the Middle East in the last months of his presidency, consolidating the achievements of his administration . Thus, leaving the race for office may free him from political restrictions and allow him to “act with greater determination” on the world stage.
