The Ivano-Frankivsk City Council has appealed to the President and the Ukrainian government to ban abortions.
This is stated in the relevant appeal on the protection of life and support of the institution of the family in Ukraine, published following the plenary session of the 53rd session of the Ivano-Frankivsk City Council on June 27, 2025.

According to the city council, the proposal is based on supposedly staggering demographic statistics on Ukraine's population, war, migration, refugee resettlement, divorce rates and birth rates.

The appeal states that the birth rate in Ukraine is 0.7, while the acceptable rate is 2.13, so the city council asks the president and the government to ban abortions. It cites the following articles of the Constitution:
- Article 3: a person, his life and health, honor and dignity, inviolability and security are determined in Ukraine as the highest social value;
- Article 16: the preservation of the gene pool of the Ukrainian people is the responsibility of the state;
- Article 27: Everyone has the inherent right to life and no one shall be arbitrarily deprived of his life.
The legalization of abortions in Ukraine allegedly violates these articles, the city council claims.
They note that over the years of independence, a huge number of abortions have been performed, and allegedly because of the legal status, abortions have become extremely widespread, which has irreversible consequences on the physical, mental and spiritual levels for the people of Ukraine.
However, the City Council demands that Ukrainian government agencies comply with the requirements of the Declaration on the Protection of the Child (1959) and the Convention on the Rights of the Child (1989), ratified by the Verkhovna Rada in 1991.
— A real demographic catastrophe has come to Ukraine! If children are not born, it means there are no pupils in schools, no students in universities, no workers in enterprises, no soldiers in the army, no fathers and mothers, no builders of Ukraine, — the appeal says.
The Ivano-Frankivsk City Council demands to restore the Ministry of Family of Ukraine and create conditions that would motivate people to become large families in the information space, economic and social sphere, in particular, through housing, education or preferential lending.
In addition, it is proposed to increase payments to mothers for the birth of a child. For the first child – 100 thousand UAH, for the second – 200 thousand UAH, for the third and each subsequent child – 300 thousand UAH.
For families with five or more children, the city council proposes to introduce a program of mandatory free provision of housing by the state.
