The Prosecutor General's Office of the Republic of Azerbaijan has opened a criminal case on the fact of torture and murder with particular cruelty of Azerbaijani citizens on the territory of Russia.

The Murder of the Safarov Brothers: How the Events Occurred
A preliminary investigation has established that on the morning of June 27 in the city of Yekaterinburg, employees of the Sverdlovsk regional department of the Russian National Guard, the Ministry of Internal Affairs and the Federal Security Service detained citizens of Azerbaijan and persons of Azerbaijani origin at a number of addresses.

The people were detained on suspicion of participating in previously committed crimes.
The Prosecutor General's Office of Azerbaijan notes that Russian security forces tortured and inflicted serious injuries on the detainees, beating people with blunt objects on various parts of the body. The detainees were abused both during transportation and in the administrative premises of law enforcement agencies.
On June 27, Russian security forces brutally killed two brothers: 60-year-old Khusein Safarov, who was engaged in entrepreneurship, and 55-year-old Ziyaddin Safarov, who worked as a taxi driver. Ziyaddin Safarov left behind two children. The man was killed in the official vehicle of the operational agency.
According to the forensic medical examination, the death of Khusein Safarov was caused by post-traumatic and post-hemorrhagic shock caused by multiple injuries, in particular multiple rib fractures. The death of Ziyaddin Safarov also occurred as a result of post-traumatic shock due to multiple injuries.
The Prosecutor General's Office of the Republic of Azerbaijan notes that several other detainees were also beaten and tortured. These people are currently in hospitals in the Russian Federation.
Azerbaijan has opened a case
Based on the collected evidence, the Prosecutor General of Azerbaijan initiated a criminal case under Articles 12.2 (extraterritorial jurisdiction of the legislation of Azerbaijan in case of committing a crime against a citizen of the Republic of Azerbaijan), 120.2. 1 (murder by a group of persons), 120.2.4 (murder with particular cruelty), 120.2.7 (murder of two or more persons), 120.2.9 (murder of a person clearly unable to defend himself), 293. 3 (grave consequences of torture or other cruel, inhuman or degrading treatment or punishment applied by a civil servant) and 309.2 (grave consequences of abuse of office) of the Criminal Code.
A joint investigation team has now been created into the incident on Russian territory.
