According to the Law of Ukraine On Military Duty and Military Service, men aged 25 to 60 are subject to conscription. Women can serve only at their own request.

Which women should register for military service?

In accordance with paragraph 51 of the resolution No. 1487, vocational education institutions, colleges and universities that train women in medical or pharmaceutical specialties are required to send lists of such students (Appendix 14) to the territorial recruitment center (TRC) on whose territory the educational institution is located two months before the end of training.

These lists are the basis for issuing temporary military service certificates to women. At this stage, suitability for service is not yet determined and no mark is made about registration, but the information is immediately entered into the Unified State Register of Conscripts, Persons Responsible for Military Service, and Reservists.

The certificate is issued by the local TCC (at the location of the educational institution), and they are valid for 30 days.

Within 7 days from the moment of receiving the temporary certificate, the woman must personally appear at the TCC at the place of her registration or declared residence to register for military service. There they will determine her fitness for service based on her health, enter the data into the register and issue a permanent military registration document.

What about those who have already completed their studies or are working?

Heads of state institutions, enterprises, organizations or local government bodies must inform the TCC about women who work for them, have a medical or pharmaceutical education, but are not yet registered for military service.

If a woman does not work, she must come to the TCC in person to register.

Are female conscripts fined for not updating their data in the TCC?

According to Ekaterina Anishchenko, a lawyer at the law firm Riyako&partners , women with medical or pharmaceutical education, who are between 18 and 60 years old and who are fit for military service, are required to register for military service.

This does not mean that they will be immediately drafted into the army – their personal consent is required for this. The data of such women is simply entered into the military register.

The lawyer notes that women can sign a contract and become military personnel on their own. If they meet the age and health requirements, they can receive basic military training.

If a woman is already serving in the Armed Forces of Ukraine and becomes pregnant, she has the right to leave service or take maternity leave.

Can women be issued fines by the TCC?

Yes, women can be fined for failure to comply with military registration requirements – for example, for failure to update personal data in the TCC in a timely manner. This applies to those who have the appropriate education or specialty and fall under certain categories defined by law.

Fines may be applied to women with medical or pharmaceutical education who have not registered for military service or have not updated their data at the territorial recruitment center.

Will female doctors be fined for not updating data in the TCC and what is the amount of the fines?

In accordance with the article 210 of the Code of Administrative Offenses of Ukraine stipulates fines in the amount of 17,000 to 25,500 hryvnia for violation of accounting rules.

The reasons for imposing a fine are failure to notify the TCC about a change of residence, work, marital status, or failure to appear when called without a valid reason.

The decision on an administrative violation is made by the TCC. A fine can be imposed either in the personal presence of the woman or in absentia if she was duly informed but did not appear.

Which women are at risk of being fined by the TCC?

If a female doctor or pharmacist is registered, she is considered liable for military service and all general requirements of the law apply to her.

So, a woman liable for military service may receive a fine from the TCC, provided that she violates military registration.
