A residential building, office space, an educational institution – the A.M.Beketov National University of Urban Economy, were hit. As the head of the Kharkiv Regional State Administration Oleg Sinegubov emphasized, this is another crime of Russians against the peaceful Kharkiv region.
According to the investigation, on July 23, at about 6.30 a.m., the Russian military fired on the Osnovansky district of Kharkov. The shell hit a two-story residential building. The owner was injured and the house was destroyed. The wave of the explosion damaged neighboring houses.

In addition, a university in the Kievsky district of Kharkiv was under fire from infidels.
As noted by the prosecutor's office, they were discovered and seized fragments and remains of shells, which will later be sent for appropriate examinations. A pre-trial investigation into the violation of the laws and customs of war has already been launched.

At about 06:32, explosions thundered in the city, and a minute later, residents were informed of a possible threat – they turned on air raid signals. Locals say that the explosion was once again heard in the center of Kharkov.
Igor Terekhov stressed that the enemy had delivered several strong blows to the city center area. According to preliminary information, one person was injured.
