Almost half of Ukraine's oblenergos fined for turning off lights and graphics

Three more oblenergos and one DTEK were fined in Ukraine. In total, the penalty has already been imposed on 9 companies. This is almost half of all oblenergos in the state.

Thus, on January 30, the National Commission, which carries out state regulation in the fields of energy and utilities, fined Lvivoblenergo, Zakarpattyaoblenergo, Poltavaoblenergo and DTEK “Kyiv Regional Power Grids”. This became known during an open meeting of NEURC.

Three more oblenergos must pay a fine

Lvivoblenergo, Zakarpattyaoblenergo and Poltavaoblenergo were fined UAH 85,000 for improperly informing consumers about the shutdown schedule.

NEURC member Olga Babiy said that they are now checking people's complaints.

The volume of improper informing of consumers is more than 60% of complaints. People say they are willing to tolerate the shutdown but ask to be properly informed about it. Therefore, it is precisely those complaints that are considered that indicate the circumstances of improper information, – said Babiy.

The companies did not adhere to the schedules of stabilization hourly outages posted on their websites. They did not ensure an even distribution of consumption reduction volumes among consumers.

DTEK Kyiv Regional Electric Grids was fined 170,000

Meanwhile, DTEK Kyiv Regional Electric Grids was fined UAH 170,000 for failing to provide documents for verification. As noted in the NEURC, the company did not provide information in paper and electronic form and certified copies of supporting documents on January 12 (the end date of the audit).

The commission for such violations previously imposed a maximum fine of UAH 1.7 million, because failure to provide materials is a gross violation in accordance with our methodology. In this case, taking into account the circumstances of wartime, having fixed the non-provision of these materials, we proposed a fine of 170 thousand hryvnia, which is the smallest possible fine for non-admission and non-provision, – Babiy added.

  • Earlier, NEURC fined 5 oblenergos for non-compliance with schedules. Of these, two operators were fined on 24 January. In general, they are talking about: DTEK Kyiv Electric Grids, DTEK Odessa Electric Grids, Vinnytsiaoblenergo, Volynyoblenergo, Chernivtsioblenergo.
  • DTEK Odessa Electric Grids stated that the company categorically disagrees with the regulator's decision on the fine and will appeal against it in court.
  • Note that Lvivoblenergo also reacted to the fine imposed on January 30. The company stated that one of the pages of the site has been operating since August 2016. Since then, consumers have been able to find out the latest information about why there is no electricity.
  • DTEK Kyiv Regional Electric Grids stated that it categorically disagrees with the “unfair punishment of power engineers.”
