US President Joe Biden signed the 2023 budget. It provides $45 billion in support for Ukraine and its allies and may encourage other partners to increase assistance.
This was reported toChannel 24 by political scientist Andriy Vigirinsky. He noted that some countries have pledged long-term financing, having determined the amount of financial assistance to cover the budget deficit of Ukraine.
“There have been a lot of discussions whether this funding will be from the European Union budget or from a line of credit. It's not that important. It's important to realize that we have projected revenues that we will receive in order to be able to compensate state budget expenditures and support social policy,” Vigirinsky said.

The situation at the front influences
The political scientist noted that the decision to support Ukraine is more likely to be made on the platforms of the G7 countries, which support Ukraine and coordinate their actions.
According to Vigirinsky, we actually have 2 blocks of support:
- financial to cover the budget deficit ;
- weapons supply.
“To my deep regret, only the situation at the front can and will become signals for a change in policy related to the supply of one or another type of weapons for our partner countries,” Vigirinsky believes.
The political scientist said that in critical issues regarding the strengthening of the latest technology or weapons, they will focus on the situation at the front. In particular, on the successes of the Armed Forces of Ukraine or the advance of the enemy.
Under such conditions, when they realize that the assistance and the level of weapons that they support today is insufficient. Only then will decisions on new deliveries be made. We are unlikely to see this in financial documents. These can be spontaneous spending from reserve funds, as happened in 2022, the expert said.
Thanks to the allies, there is predictability
According to the political scientist, no one has pledged the cost of supporting Ukraine in 2022. In particular, the United States approved a considerable number of aid packages that were not included in the estimate.
Vigirinsky said that we have conditional predictability behind finances and we should thank the allies for this – the needs regarding the fulfillment of social obligations are compensated by external assistance.
“Perhaps Biden and his administration within the framework of the budget for 2023, they will send the signal to the world that the Armed Forces of Ukraine expect in terms of the supply of armored vehicles. There is a whole set of contracts and obligations that a number of countries have publicly assumed in 2023 and 2024,” the expert added.
