In November 2024, the Ministry of Education and Science of Ukraine published draft Procedure for admission to higher education in 2025. According to this procedure, a number of changes are provided in the rules for admission to a master's degree program.

Admission to Master's Degree 2025: What Has Changed
Admission to master's programs is based on a bachelor's or master's degree. For medical, pharmaceutical and veterinary specialties, admission is also possible on the basis of complete general secondary education or a professional junior bachelor's degree.

Applicants who already have a bachelor's or master's degree in another specialty can apply for a master's degree if they successfully pass the entrance exams.
Requirements for admission to a master's degree program in 2025
In 2025, to enter a master's degree program, you must pass:
- The Unified Entrance Examination (UEE), which includes a foreign language test and a test of general academic competence.
- Unified professional entrance examination (UPIE) for certain specialties.
- Motivational letters will also be taken into account.
The minimum score for each part of the Unified State Examination is 5.
For EPVI – not less than 35 test points.
The following have the right to be admitted based on the results of an interview instead of exams:
- recognized victims of the Revolution of Dignity;
- military personnel;
- persons with disabilities.
It is possible to transfer contract employees to vacant budget positions.
When is the registration for the entrance exams for the master's degree in 2025
Admission to a Master's degree in 2025 is possible after submitting an application through an electronic account. Registration of applications starts on July 1, 2025. To be admitted to the budget, it is necessary to determine the priority of applications.
The competition score will be calculated based on the results of the foreign language test, general academic competence and professional exam. Specialties will have different coefficients for calculating the score.
Registration for the Unified Examination and the Unified Public Assessment, as well as entrance examinations, will take place in July-August 2025.
Completion of enrollment in the budget – until August 26, 2025.
Higher education institutions may announce additional admission to contract places.
