On July 1, registration of applicants' electronic accounts began on the website of the Unified State Electronic Database on Education Issues (USEBO), which will last until October 20, 2025.

How to register an applicant's electronic account in 2025
A new stage of the 2025 admissions campaign to institutions of higher education, professional pre-higher and professional education began on July 1. To do this, applicants must submit applications through personal electronic accounts.

To register, you need to log in to the page of the system for submitting applications in electronic form of the Unified State Electronic Database on Education Issues (USEBO).
After this, you need to do the following:
- Enter the email address that will later serve as your login. The system will automatically check if this address is already in use by someone else. In case of duplication, a message will appear and you will need to select another unique login.
- After that, a letter will be sent to the specified email address with a notification about the successful creation of the applicant's electronic account. To confirm, follow the link. Activation must be completed within 15 minutes from the moment of registration. After the transition, the message Your account is activated will appear, which means that the activation stage has been successfully completed.
To complete the creation of an electronic account, you must specify:
- One of the NMT certificates (indicate the year, PIN code and number). If there are several ZNO/NMT certificates, then one is enough for registration, the rest can be added later.
- Type, series and number of the identity document, or RNOKPP (in the absence of a NMT).
- Information from a document on previous education (to confirm eligibility for admission).
- Details of documents entitling to special admission conditions, if any.
Please note that registration for admission in 2025 is possible if the certificate was issued no earlier than 1998.
Documents issued before this date do not allow you to create an account. In this case, you must submit an application in person at the higher education institution (HEI). If you do not have an NMT certificate, you must put the appropriate mark and register using another document.
Registration of electronic accounts for applicants of 2025 has taken place – what next?
After activating the account, the applicant needs to enter personal data, in particular:
- mobile phone number (in +380 or international format);
- color photograph (3×4 cm, JPG/JPEG, up to 1 MB in size);
- additional VNO or NMT certificates from other years (if necessary).
If you have benefits that give you the right to special conditions for participation in the admissions campaign, before creating an electronic account, you must contact the nearest higher education institution with the original document confirming your status. The admissions committee staff will enter this data into the system.
If information about the benefit has already been entered into the USEBO database, when submitting applications through the electronic account of the applicant 2025, a special mark will appear, which will indicate that you are automatically identified as an applicant enjoying benefits.
If problems arise when registering e-accounts for applicants of 2025, applicants can also contact the consultation centers at the admissions offices of universities.
Admissions Campaign 2025: How to Apply
Submission of applications for admission to the bachelor's degree program will begin on July 19 and will last until August 1 inclusive (with the exception of military educational institutions and ZVO with special conditions).
In addition to the main stage, universities have the right to announce additional recruitment, which may last until October 20.
Each institution determines the specific dates of the additional campaign in its admission rules.
In general, an applicant has the right to submit:
- up to 5 applications for the budget (without restrictions on specialties);
- up to 10 applications for contract-based education.
Each application must have a priority from 1 to 15. It will not be possible to change it after the application has been submitted.
