The majority of Finnish citizens believe that the Russian Federation should lose a full-scale war and withdraw its troops from Ukrainian territory. About 57% of respondents completely agree with this thesis, another 28% rather agree, that is, a total of 85%.
This is stated in the Survey of the values and attitudes of the Finnish population, carried out by the Finnish Business and Policy Forum (EVA).
At the same time, a majority of Finns (56% and 28%) believe that Ukraine should return the territories that Russia occupied after a full-scale invasion in February 2022. Some 38% strongly and 42% mostly agree that Crimea should return to Ukrainian control.

According to the survey, more than 80% of people express the opinion that the Russian Federation should pay compensation for the restoration of Ukraine.
Some 63% of Finns think it necessary, and more than a quarter (27%) rather agree, that Russian war criminals should be brought to justice in Ukraine. In particular, 51% of respondents are convinced that this should also apply to the top leadership of the Russian Federation.
Another 27% believe that for this to happen, there must be a change of power on the territory of the Russian Federation.
Also, the majority of Finns (about 55%) are convinced that Ukraine would be a good candidate for full NATO membership in the future. At the same time, only 15% of Finnish citizens are against it.
The EVA survey lasted from 15 to 27 September. It is based on responses from 2,045 respondents aged 18-79. The population-level results have a margin of error of 2-3 percentage points in each direction.
