According to Ombudsman Dmitry Lubinets, during the inspection, the complaints of the military were confirmed and many violations of the rights of servicemen were revealed. “In particular, the lack of electronic document management and electronic appointments in military establishments lead to paperwork and queues,” the Ombudsman informs.

According to him, military personnel with varying degrees of injuries are forced to wait in line for hours to see a doctor. The Ombudsman reports that the queues for individual specialists are more than 500 people.

“In confirmation of their words, the Secretariat employees were provided with a list of people who are in the queue for a neurologist, which is 557 people as of 31.01.2023 “, – the message says.

Also, as Lubinets writes, both planned and emergency power outages take place in the institution. This leads to a partial suspension of the establishment, which leads to the formation of even longer queues.

Moreover, constant power cuts create additional difficulties in unhindered access to doctors for people with limited mobility, as the elevator stops working, he noted.

The Ombudsman noted the lack of proper after-sales service. In particular, there is no free access to drinking water, the extremely unsatisfactory sanitary and technical condition of the bathrooms and the lack of adaptation for people with limited mobility and people with disabilities.

Lubinets also said that there is a lack of artificial lighting in the hallways.< /p>

Also, during personal communication, servicemen complained about the need to arrive in the regional center from different settlements in order to undergo a military medical commission without the possibility of passing it at their place of residence, the Ombudsman wrote .

Lubinets said that the Ombudsman's Office is considering the issue of taking response measures in order to resolve problematic issues.
