Eight U.S. House Republicans have called on President Joe Biden to separate additional funding for Israel from a larger package that includes money to help Ukraine.
This is stated in a letter published by Congressman Mike Garcia.
The signatories raised concerns about potential delays in funding for Israel, saying the vast majority of Congress in the House and Senate supported separate funding considerations for the two countries.

The letter notes that Israel and Ukraine must win their wars, which is “understandable.” But the text argues that “American taxpayers are tired of funding the endless stalemate in Ukraine with no vision of victory.”
Among other things, they put forward conditions for the further provision of assistance to Kyiv. To reassure US citizens, Republicans are offering 12 “reasonable and rational” conditions without which it is not worth sending money to Ukraine.

- The US should provide Congress with a list of weapons that were not given to Kyiv, but which would be effective in breaking the impasse.
- Provide an explanation of what will happen if US investment stops: Do we believe that EU and NATO countries will also abandon these efforts? Will Ukraine be able to survive and win? If not, why not?
- The US Departments of the Treasury and Commerce must report to Congress on the level of implementation and compliance with the sanctions imposed against the Russian Federation.
- The United States and all NATO members should impose new sanctions against the Russian Federation, which will include all oil, grain and rare earth minerals.
- The Biden administration must clearly explain why the resources it is asking for are the right ones to win.

On October 31, White House National Security Council Strategic Communications Coordinator John Kirby suggested that Joe Biden might veto the US budget bill if it does not include funds for aid to Ukraine.
