Bill 4210, mentioned by Marianna Bezugla, aims to clarify a number of legislative provisions in the field of national security and defense. It was voted by the parliament as a basis on February 16, 2022, but still remains not accepted as a whole.

In the edition of that time, it does not contain provisions on the possibility of appointing a person from the military as the Minister of Defense. But as of February 16, 2022, martial law was not yet in effect in Ukraine.
