Pavel Lebedev
Prosecutor's office arrested and handed over to ARMA 645 wagons belonging to the family of the former Minister of Defense of Ukraine Pavel Lebedev.
With regard to Pavel Lebedev, a pre-trial investigation is underway in criminal proceedings on the facts of financing actions committed with the aim of forcibly changing or overthrowing the constitutional order or seizing state power. He was the Minister of Defense of Ukraine in the government of Viktor Yanukovych. And he fled the country when Yanukovych did. He was put on the wanted list for high treason.
During the investigation, it turned out that a number of enterprises operate on the territory of Ukraine, the ultimate beneficial owner of which is Pavel Lebedev's family. Investigators also found that these enterprises are engaged in the supply and sale of goods in Russia, and also produce equipment for the military-industrial complex of the aggressor state.
It should be noted that back in 2019, journalists conducted an investigation, where they established that the plant of Pavel Lebedev's daughter was successfully operating in the Sumy region in the border. This plant produces equipment, which then goes to the defense plants of Russia. At the same time, it turned out that the assets of Pavel Lebedev and his family did not fall under the sanctions of the National Security and Defense Council.
During the investigation of criminal proceedings, 645 railway cars worth about 650 million hryvnias were arrested. Currently, the seized property has been transferred to the management of ARMA.
In addition, at the request of the prosecutor's office, other property of this financial and industrial group of enterprises and their owners has been seized. In particular, 30 land plots, 30 real estate objects, including 6 integral property complexes and corporate rights of 22 business entities were arrested.
What is known about Pavel Lebedev
Born in the Novomikhailovsky village of Krasnodar the edge of Russia on July 12, 1962.
He graduated from the Yaroslavl Higher Military Financial School, after which he received a referral to serve in Chernivtsi. From 1984 to 1992 he served in the Chernivtsi military garrison.
From 1992 to 2006 he was engaged in business.
After that, he was elected people's deputy of Ukraine. From April 2006 to November 2007 from the Yulia Tymoshenko Bloc (No. 73 on the list). But already in November 2007, he entered the parliament from the Party of Regions (No. 121 on the list). In 2012, in the elections to the Verkhovna Rada, he ran in the single-mandate constituency 224 in the city of Sevastopol from the Party of Regions and won. And on December 24, 2012, he was appointed Minister of Defense of Ukraine.
Lebedev is one of those who is to blame for the deplorable state of the Armed Forces of Ukraine in early 2014, when Russia occupied Crimea and started the war in Donbas.
Lebedev himself fled Ukraine following Yanukovych to Russia. He was present in the Kremlin at a meeting on the occasion of the start of Russia's temporary occupation of Crimea.
He hides from Ukrainian law enforcement officers in Crimea, where he continued his family construction business. The Parangon group of companies associated with it is one of the largest developers on the peninsula. And their main object is the only five-star hotel complex “Aquamarine” in Sevastopol. This company among the founders has several offshore companies from different countries, which allowed it to circumvent EU sanctions.
On May 25, 2020, he was taken into custody in absentia as a suspect in the criminal case of the executions of protesters on the Maidan in February 2014 .
